If those numbers are accurate, we’re really a split nation. The other 11% worries me.
I think the 8% “undecided” are really mostly “not saying”, and they will break Republican.

You are correct in this. The Democrats have a natural 3-5 point advantage in the Generic Polling and anything up to D+5 is considered dead even.
