The only country who ever did anything even remotely like this was Israel after the ‘73 war.
The country was very close to collapse and as a backup plan, loaded nuclear weapons on some of their fighter-bombers.

You don’t use tactical nuclear weapons as a first strike unless you are really fat and live in North Korea.
