I'm quite certain that the building code violation was not even a consideration. The purpose of the device was to support predation - I have no doubt that it was against code never even entered their minds.
The point is that Matt Lauer didn’t install it himself. Someone else had to do that, and that contractor or building custodian would likely know about things like a building code that Lauer and his enablers didn’t care about.
And if the installer had objected, they would have been fired, and the next person instructed to do the job.
I do not disagree with your point, but in rarefied atmospheres like “30 Rock”, rules are for other people - almost no matter the rule.

NBC is one of Rockefeller Center’s biggest and oldest tenants. NBC has its own facilities management department that handles all the internal work. That mgr/director co-ordinates with Rock Centers counterpart. In any case electrical security locks are as common as NYC ‘s homeless. The purpose is to prevent unwanted or unauthorized entry, not prevent egress, that being the primary concern of building safety codes.

It's ironic that NBC is the venue for the long-running "Law and Order" set of series, with the surviving one being "Special Victims Unit"sex crimes. It is a real thing; NYC's SVU was called in on one of the Weinstein rape accusationsthe one where the District Attorney got paid off and nothing was done to help the victim. I'd like to see a "ripped from the headlines" episode about that, instead of SVU's usual Christian-bashing.
To heck with codes. These people are above it all and I doubt it was done via a contract as Lauer probably just ordered one of the many Set builders to install a lock. He had so much power he wouldn’t have needed to get anyone’s permission to have a silly electronic lock installed on his office door.
