Congress can do whatever it wants but unless they’ve got a veto-proof majority they’ll need to provide whatever Trump wants or it won’t get signed. At least that’s the way it should work. We’ll just have to wait and see.
In any event worrying about it does no real good until the negotiations are over. However continuing to provide input may still prove worthwhile.

Any capitulation to illegals, and that includes DACA, is seen across the border for exactly what it is: defacto amnesty for illegals.
And the flood to get into the United States will be as large as ever. Because the politicians we elect put sympathy for trespasser foreign nationals ahead of Americans whose neighborhoods have been ruined by massive illegal immigration.
California became what it is because of this. We now have Democrats who openly side with illegal immigrants and defy U.S. law. And why shouldn’t they? Their “opposition” is the gutless, feckless GOP who routinely stab their voters in the back.
I already know where this leads to, living in once-American SoCal. The rest of you are in for a shock.

Anyone who thinks that including a prohibition on letting them stay without making them citizens will last is a fool.
That “prohibition” will be eliminated as soon as Ryan and McConnell can phone Pelosi and Schumer to cut a deal.

All I wanted from Trump and all I expected was to keep Hillary out of the White House and for him to nominate a conservative to fill Scalia’s seat on the SCOTUS. I got both. There were far too many FReepers that foolishly thought Trump was the Second Coming. I don’t feel sorry for ya’ll.

It's actually worse than that. Let's say a DACA deal gets done and anyone who was brought here by their parents before they were age 18 gets to stay (under whatever conditions, which I'll get to in a moment). The real question that the intrepid reporters need to ask is: "What about all the other non-DACA people who are here illegally? Can we infer that they're not allowed to stay, and will be summarily rounded up and deported?" The answer to that will be "Well, umm, no." So, the DACA exemption is false on the face of it. The only illegals who will ever get deported are felons, in my opinion.
So, how do you deal with the situation? There are several cards Trump can play in the negotiation. 1. You expose democrat hypocrisy. They claim they just want these poor people to be able to stay here and not separate families. Great. They can stay, but their penalty for breaking the law is they will never be given the right to vote. Period. That goes for DACA and non-DACA illegals. The Dems will squeal, but the hypocrisy will be clear. 2. You offer permanent residence (not citizenship) to any and all illegals who will volunteer to build the wall. You use illegals to build the wall, unpaid. 3. You offer full-blown citizenship to any illegals who serve 8 years in the US military. That's what I'd do, anyway.

Get a deal done making sure we know who exactly is in this country and have a real enforceable boarder.
