Video at the Twitter link. CNN reporter is apparently wearing shorts and rushes to save the guy in the truck. Next take shows him in long pants. Are you seeing the same thing the Twitter poster claims?
OK, I see the “sign guy” now....the CNN “photog” is still unaccounted for...is it possible that he abandoned his cam tripod and went over to help and the “talent” said “Go back and get the shot! I want to look like a hero!” (where the “edit”/cam pan happened).
I noticed the guy was in a Ford F-150 that was floating away. Then a brand new GM truck takes him away at the end. Reads like a GM commercial. Are you sure these are real people, not actors?

The guy rounding the corner could well a third guy who is wearing red CNN jacket and shorts. This could very well be real.

Several years ago, the Today Show was doing a live report about “severe flooding” in New Jersey after the northeast was hit with torrential rain.They had a reporter, Michelle Kosinski, sitting in a canoe in the middle of the street doing a report about the “heavy flooding” in Wayne NJ. As she’s speaking on camera from her canoe, two guys walk across the street in front her her, making it obvious that the water was only a few inches deep.
Maybe CNN has twins working on that crew. /s

Okay, so the guy drives into the water, rolls down the window, calmly sticks his arm out like he’s going for drive, and then just waits to be “rescued”. All in front of a camera. Ha ha!
And he didn’t even try to rescue his cowboy hat. Fake Texan.
That was back when the Imus radio show was broadcast on MSNBC, and they spent years mocking NBC for that one. LMAO.

Watch the driver as he initially enters the water and lowers the driver-side window.
Notice how casually he rests his left arm on the door. He’s not in fear or panicked. He’s part of the scam.

In that video, the reporter is jogging toward the truck. Guy in shorts is farther away and walking. Possibly two separate people rather same guy recorded at different times.
