Mayors and police in states like New York and California, which have relatively restrictive guns laws, are organizing against making concealed-handgun carry permits in one state valid in all states.
Earlier this year, Sen. John Cornyn, R-Texas, and Rep. Richard Hudson, R-N.C., introduced the Constitutional Concealed Carry Reciprocity Act of 2017, which would allow individuals with concealed-carry privileges in their state of residence to exercise those rights in any other state while abiding by that states laws.
The controversial bill would thus function as does a drivers license, where out-of-state operators can get behind the wheel in any state, though they must adhere to designated speed limits and signs of that jurisdiction, including obeying gun-free zones.

There are no facts in evidence to suggest either Bill or Rahm have any concept of “sensible gun standards”.
Congress does not have a general police power. I think a law to compel reciprocity on unwilling States is unconstitutional.
However, Congress could, this afternoon, install reciprocity for CCW holders in all 50 states for the District of Columbia, which is clearly within their authority. Let’s start there.
Your drivers license works in California because of a 50-state compact, submitted to and approved by Congress.
Congress would not have the power, without the compact, to order California to recognize your license.
Sounds good to me but as we know; we can’t expect this congress to do anything resembling work or doing what’s right. Sigh.
We the people have a lot of swamp cleaning to do ourselves as we can at the next 3 upcoming election cycles (every 2 years) to get rid of the dead weight in both the Senate and House. Keep the good and out with the bad. The bad have been making themselves well known these last 7 months.
I agree about the police power and in a better world, it would mean something. But it makes little sense for conservatives to refuse to use the broad powers that the courts have granted the federal government to protect individual rights under the federal constitution when liberals are constantly pushing expanded federal power (often against the rights of the states and individuals). On the subject of individual rights, the Constitution today bears very little resemblance to what was intended by the Founders. For example, the First Amendment clearly places limits on Congress only and was never intended to protect individuals against their own state government. But following the post-Civil War amendments and particularly in the 1920s, the Bill of Rights was, one by one, applied to limit the states. But of course the Second Amendment was pretty much left out of that. We are not going to be able to reverse the “incorporation” cases so rather than unilateral disarmament against the Liberal re-writing of the Constitution, it makes more sense to me to push the right to bear arms as a federally-protected right that, yes, the federal government can pass legislation to protect just as they have other civil rights.

Congress claims to have unlimited power derived from the interstate commerce clause. When their original school zone gun ban was struck down, they passed another measure that was identical except for the words “because interstate commerce”. Isn’t it funny how suddenly, when I want some freedom from ridiculous police state rules, we start talking about what the limits of congressional power.
pretty much anyone with any brains or just plain basic survival instinct in major urban areas including those in NY and CA are already equipped to defend themselves and their families against attacks, all the high violent crime there
the only issue is to repeal the illegal ‘laws’ that can cause some hassles for good citizens exercising their constitutionally-recognized rights to keep and bear arms...............obviously illegal ‘laws’ and ‘regulations’ cause wide=spread contempt for the ‘law’...and this is not good for any society, imho
A basic Constitutional right has been infringed. Congress has the rightful authority to fix that under its general lawmaking authority.
And no your drivers license is not derived from the Bill of Rights. Equating the two is ludicrous.
I disagree. This is direct interference with interstate commerce by a few states. Congress legislates in areas far less impacting on interstate commerce than this.

Of course, you have mayors and police chiefs who think that THEY control the population, as always, power and corruption.
Yes, the 2nd Amendment already should be recognized as the ultimate reciprocity license.
No, CONGRESS can make this bill, this election cycle, and the next batch could just as easily make us all criminals.
Me? I’m disabled, with that thing hanging on the mirror of my friend’s car, and staying within my county (I’ve been across this great land enough), so all I have to deal with is the county CHL business.
I don’t remember congress having a “compact” before shoving Obamacare down 50 states’ throats.
