The White House is pushing for significant cuts to EPA programs and staff levels, giving a glimpse of how the Trump administration plans on devolving more control to the states.
The budget plan sent from the Office of Management and Budget (OMB) to EPA leadership calls for eliminating dozens of programs, including at least 16 that have to do with global warming and implementing former President Barack Obamas climate agenda.
OMB also requested a 30 percent cut in grants to states and a 20 percent reduction in EPAs workforce through buy-outs and layoffs. In total, President Donald Trump is calling for a roughly 25 percent cut to EPAs budget about $2 billion.
The cuts are laid out in a letter sent by William Becker, the executive director of the National Association of Clean Air Agencies (NACAA), to his groups member state and local regulators. Becker said NACAA received the pass back budget information sent from OMG to EPA Monday, according to InsideEPA.

Endocrine grants??? What the is the EPA doing handing out Endocrine grants? If it were the Dept of Health, or the CDC, I could possibly understand it, but the EPA?
The theory is that something like estrogen and progestin from female birth control pills end up in the water supply and are pollutants.
A return to common sense. Imagine that.

I kinda wondered why the epa wasn’t a subset of the USDA. With a VERY minor role.
Completely disregarding all the estrogen in almost everything we eat nowadays due to the adding of soy (or soyling our food supply).
C’mon, I dare you to find a food in any restaurant that doesn’t have soy in it somewhere. Or any prepared or partially prepared or mixes, like cake or pancakes.
But THAT estrogen can’t possibly be making its way into the waterways, could it now?
What I meant is that under the doctrine of “ultra vires,” any action taken by an agency without authority to do so is void. In other words, if President Trump signs an executive order stripping a particular arm of the EPA from engaging in a specific activity, the people in that agency are no longer legally authorized to engage in the activity. Any attempt they make to do so is considered null and void for lack of authority.
The original comment I replied to indicated that the EPA employees would be slow to implement Trump’s policies. Since his policies are to cease and desist their current activities, it’s not like they can delay doing what they want, it’s that they no longer have the authority to do what they want. Any attempts to pursue policies they’ve been told to stop are invalid.

How about mandating ALL of their actions, including travel,heating,cooling of buildings, etc. Be done only with renewable zero carbon energy?

The republicans always tuck their tail and claim “We’re legally bound because those within the agency acted (contrary to the executive order)- the reason i state this is because obama did several non binding agreements such as Iran- climate agreement- etc that required congressional approval to become law, but he skirted this requirement several times, and legally we’re not bound by those actions obama took, yet -I keep hearing from the right ‘We can’t get out of those actions’ as they wring their hands over the supposed dilemma
In other words- liberals get to break the law- ignore established precedences - and republicans always feel they are obligated to abide by whatever actions liberals take- because they fear the wrath of the msm if they try to actually uphold the law-
I’m very jaded when it comes to republicans having enough of a spine to actually uphold law- or to ‘put their foot down’ and demand that liberals obey the law- I’ve seen them flaunt the law too many times, and I’ve also witnessed the republicans tuck tail and pretend that they are defeated by the flaunting of the law-
We will see what happens if trump issues an EO and the dems ignore it- Will trump bring the law down on their heads if they do ignore it?

That’s all well and good on paper- but again, several actions taken by obama are invalid as well because he didn’t go through proper procedures to make them legally binding- yet republicans are treating those cases as though they are binding agreements that we can’t get out of- and i keep hearing republicans state “It’ very complicated and time involving- to undo what he did’ My question is if there was no binding issue to begin with- why is it so ‘complicated’ to simply do away with those actions? Obama got them through uncomplicated- by ignoring proper procedures-
Meh- I’m just a bit jaded with politics lately- I think if trump tries to enforce an EO over the epa- the left will do what they did with his first rollout of immigration rules-
There’s likely more to it all than we the public realize- but on the surface, it seems that liberals get to flaunt the law, while republicans feel beholdened to them when they do- hopefulyl that will change under president trump

And don’t forget that the Courts are often complicit in the process. You and I can have the opinion that the agency’s actions are without the force of law as beyond their authority, but at the end of the day it is not so unless a judge says it is.
