They are not really fleeing, they are likely taking massive pensions and funds out of the military budgets, today and in the future. Funds they probably allocated for themselves in the last 8 years.

I would say get a list of retired O5s and start filling based on their knowledge of the job.
Several of my bosses, peers, and cohorts were retired O5s that decided after 20 working for 1/2 pay was not worth it. And got a better paying job on the outside. I can name at least 20 high powered retired O5s that would implement Trump’s agenda.
