Marrakesh (Morocco) (AFP) - Stunned participants at UN climate talks in Marrakesh insisted Wednesday that climate change denier Donald Trump cannot derail the global shift to clean energy, although some called his victory in US presidential elections a "disaster".
Trump "cannot prevent the implementation" of the landmark Paris pact, inked in the French capital last December, said Segolene Royal, France's environment minister and outgoing head of the UN climate forum.
"As I speak, 103 countries representing 70 percent of (greenhouse gas) emissions have ratified it, and he cannot -- contrary to his assertions -- undo the Paris Agreement," she told French radio station RTL.
Trump has described global warming as a "hoax" perpetrated by the Chinese government, and has said at different times that he would "renegotiate" or "cancel" the 196-nation deal.
Royal noted that under the terms of the agreement, the United States must wait at least three years before seeking to withdraw.
UN climate chief Patricia Espinosa congratulated Trump on his victory in a statement.
"We look forward to engaging with his administration to take the climate action agenda forward for the benefit of the peoples of the globe," she said.
Diplomats and business leaders invested in moving the global economy from fossil fuels to renewables hope the gathering momentum of that transition will carry the United States with it, regardless of Trump's views.
"President-elect Donald Trump has been the source of a lot of bluster on climate change over the last year," said Hilda Heine, president of the Marshall Islands, whose nation is slowly disappearing under the waves.
"But now that the election campaign has passed," Heine added in her statement, "I expect he will realise that climate change is a threat to his people and to whole countries which share seas with the US, including my own."
France's top climate negotiator Laurence Tubiana said that Trump could not defy science.
"The laws of physics are the laws of physics, and the reality of climate change is not going to change because of the US elections," she told AFP.

America is the world's second-largest greenhouse gas polluter after China, representing some 13 percent of emissions.
Trump's threats, if carried out, would recast the United States as a climate villain, which is how it was widely perceived after George W. Bush refused to ratify the Kyoto Protocol in 2001.
The Obama administration has been an ardent champion of the Paris Agreement, a role Trump's Democratic rival, Hillary Clinton, had vowed to continue.
Some green groups were far less diplomatic in their reaction to the surprise outcome of the US vote.
"Trump's election is a disaster, but it cannot be the end of the international climate process," said May Boeve, executive director of 350.org, a global group pushing for divestment from fossil fuels.
"Our work becomes much harder now, but it's not impossible, and we refuse to give up hope."
The business community echoed diplomats, suggesting that a Trump administration will stay in line with international efforts as a matter of national interest.
"He wants to make America great again," said We Mean Business, a coalition of several thousand companies and investors.
"Climate action provides the basis for new jobs and enhanced competitiveness in the industries of tomorrow," it said in a statement, noting that the sector employs 2.5 million in the US.
Legal experts consulted by AFP said Trump would have three options if he sought to unwind the US role in the UN climate process.
With one year's notice, he could withdraw the United States from the bedrock 1992 climate convention, and in so doing sever the US tie to the Paris pact.
Secondly, the Paris agreement itself makes provision for parties to withdraw from it, but notice can only be given three years after its entry into force, which came last Friday.
Finally, he could abandon or ignore the US's national emissions reduction targets, which contribute to the overall international effort.
I had 3 reasons for trump win global warming crap, stopping the refugees and Supreme Court. Anything else he does is gravy.

Patriots are reminded that the states have never expressly constitutionally delegated to the federal government the specific power to address politically correct global warming issues.
Global warming propaganda has been nothing more than an excuse to justify unconstitutional, unaccountable federal taxing and spending imo.

Patriots need to get president-elect Trump up to speed on this point.
What is really horrifying is that global-wide, governments are trying to take advantage of natural events and impose policies that control population’s liberties to address the climate changes.
The climate changes will be caused by shifting gravitaional-magnetic forces central to our planet’s rotation. The north and south poles have already shifted and will continue to do so for a while.
The south pole has moved completely away from the Antarctic continent and is headed towards the central Pacific Ocean, to Micronesia.
The north pole has moved towards Siberia and will soon turn south, following the mid-Atlantic ridge south to the tight area between Brazil (South America) and the Ivory Coast (Africa).
The immediate result will be a huge amount of melt water from Antarctica and Greenland, non-saline water that will raise sea-level 600’ - 700’. It will also cause an ice age.

Once upon a time, environmentalists concentrated on real pollutants, i.e., stuff that should not be in the environment because it makes you sick. The only solution was more government control and higher taxes.
Then, the Soviet Union fell and took the Iron Curtain with it. Suddenly it became obvious to everyone that the worst environmental hell holes on Earth were all located in countries with the most government control.
Meanwhile, as free market economies became more wealthy they cleaned up their envirnoments. A simple combination of private property ownership and basic Maslow's hierarchy of needs. Once you no longer have to worry every day about feeding and housing your family you can start to look at cleaning up your property.
So what were environmentalists to do? Focus on carbon dioxide, something that affluent capitalist countries produce more of per capita than poor socialist countries, simply by virtue of the fact that they produce and consume more energy while producing more wealth for all of their citizens.
So what if carbon dioxide is a natural trace gas that is essential to the existence of all life on Earth? So what if the only observed effect that the production of carbon dioxide has is that it makes plants healthier and the world greener?
"It causes the world to get colder ... I mean it causes the world to get warmer ... I mean it changes the climate somehow dammit!" The only solution is more government control and higher taxes.
CO2 is plant food. Small increases in atmospheric CO2 yield large increases in drought resistance and crop yields. We have known this for a very long time and it has been proven repeatedly.

Sea-rise: The sea is always rising in some places and dropping in others. Arctic lands are expanding as the earth recovers from ice age rebound. The northern Islands of Canada as well as places like Finland are seeing the sea recede relative to the land. Simple physics (displacement) demands that the sea should therefore be “rising” in more temperate and tropical regions.

According to legislation, there are ONLY 5 criteria pollutants; NOx, SOx, VOC, CO and PM10.
All others were created by the DC bureaucracy and never...I repeat...never agreed to by congress.

Since when did the Senate agree to any of this?
Sea levels can never rise without an increase in water. Ice is frozen water, melting it doesn’t move the needle one tittle.
The Constitution now says whatever the hell 5 out of 9 Supreme Court Justices want it to say. Plus liberal Justices and judges, with their lifetime appointments, can legislate from the bench for 30 years or more. This is why filling the courts (from the Supreme Court down to all of the district courts) with genuine, conservative, strict constructionist Justices and judges is the most important thing that Trump can do.
Unfortunately, Democrat Presidents always manage to name consistently far left-wing radical Supreme Court Justices, while even the best Republican presidents never seem to bat better than 50% naming conservative Justices. That is how we ended up with liberal Republican appointed Justices like Brennan and Souter and squishy moderates like Kennedy and Roberts.
This has always been my biggest fear about Trump. If he follows through with his promise and appoints genuinely conservative Supreme Court Justices then I will be a Trumper for life.
Immigration was the only issue. EVerything else is gravy. Delicious, fattening gravy, too :)
Same with the Iran deal, no treaty....
