This ignores the shortages that happened when oil was $100 a barrel.
At the official exchange rate, a kilo of chicken will set you back an astounding $89 USD. Well, unless you exchange on the black market, then it is a mere $0.85 USD. Additionally, since the largest bill is the 100 Bolivar, to get that chicken, you'll have to fork over at least 9 bills.
IF there were markets like there were before the massive embezzlement took place, you can imagine what the backpack full of cash would feel like in doing the weekly shopping.
