It is a combination of normalcy bias and trying to prevent panic. The latter would only have me look at them and shake my head.

Was it any different on 9/11? When the second plane hit in NY, we knew it was an attack. Before that, it was 'How did they do that with clear weather and in broad daylight?' Terrorists take advantage of human nature if they are any good at what they do.
The embassy bombings in Africa used small bombs in vehicles in the streets to draw the curious to the Windows. After a delay, (long enough for people to get to the windows to see what was going on) the big explosions went off, shredding the curious.
How do you bring a community or a religion to account?
Evict them. Send them home by halves. One incident the first half goes, another incident the rest do. Either that or let God sort them.
