Probably 1% of total whites and 1% of total blacks and maybe 3% of total hispanics work in construction.
Even if 90% of blacks are “lazy” or 90% of whites are “lazy” that’s still 100,000s of working age men who could do manual work but have little available.

I think it only means 80% of those counted in the workforce are working. Blacks have the lowest labor force participation rate.

Notice at the very beginning, the people behind the black guy are complaining that the newsman only wants to talk to “the one Trump guy” — “that’s all they talk about.” The white liberal wants to wave his anti-Trump signs at the camera, but the newsman correctly sees that the black Trump supporter is more newsworthy.
