On FOX News Sunday this morning Rush Limbaugh pointed out that even with a brokered convention the Republican nominees must have won a majority of delegates in at least 8 states.
So far only one candidate qualifies with 12 state victories – Donald Trump.
So even if the GOP establishment wants to nominate a Paul Ryan or Mitt Romney they couldn’t because they have not won majority of delegates in any state let alone 8 states.
This convention rule – Number 40 – was adopted at the 2012 convention.
Rush said the GOP would have to change the convention rules in order to steal the election from the Republican base.

No the RNC cannot. The Rules Comittee can and they will be delegate pledged to Trump or Cruz. Good luck getting them to change the rules.

The RNC cannot change the rules. The Convention Rules Committee culd but they will be pledges delegate to Cruz or Trump.
As it reads, to be nominated requires 8. Since delegates are bound to a candidate for the first round, bound delegates without a nominated candidate they can vote for would have to abstain. Would get tricky if Trump doesn’t have the 1,237 needed to win a majority on the first ballot.
But I think he isn’t worried, and that’s why Cruz said there was no chance at a contested convention. I think Cruz accepts the VP slot and just hands Trump the delegates needed to get over 2,000 votes on the first ballot.
Then the establishment can go cry in a corner.
What does:
“...shall demonstrate the support of a 40 of 42 majority of the delegates from each of eight (8) or more states, severally...”
mean?

After all, the Republic is no longer a nation governed by laws and hasn’t been for some time.
We will change the rules to enable your THIRD run (third time is the charm?) for the White House as soon as we determine what the rules have to be to ensure your victory, this time.
Except that Rule #40 can be changed by the rules committee meeting before the convention.
It may or may not have any bearing.
At last count, Trump had about 5 of the needed 8, and Cruz had around 3 out of 8. There are still around 30 states to vote and most of those are winner-take-all, so the 8 number should be reachable by both Cruz and Trump. Rubio and Kasich, not so much.
Majority means 50% + 1
The only primary where a candidate has won with a majority, so far, is Marco, winning in Puerto Rico.

The RNC imposed rule 40(b) to get their guy.
They’ll certainly amend it to get their guy. They made the rules.
Depending on a rule to limit the rule makers is not a grand strategy.

...and they’re meeting the day before the convention.
A candidate must have a majority of the delegates not votes.
For example, Cruz got a majority of the delegates in KS on Sat, 23/40.
I don’t think they care if they get slaughtered, as long as the gravy train is still running on time.
They ought to show it on the results.
