PR and American territories send delegates to the party conventions. No one cares about those primaries since they won’t be voting in the presidential election in November.

Washington, DC has a primary too. The main difference between DC and PR is that in DC people pay 100% federal taxes but don’t have a voting Representative or Senators, whereas in PR they don’t pay any federal taxes and have no voting representation. Also in DC, if the government shuts down they are not allowed to spend their own tax money to run the city, garbage collection, DMV, etc.
