The personalized letters target individual Iowa voters and identifies them as having failed to vote in prior elections. They are admonished and then encouraged to vote this year. In addition the letters identify the neighbors of the voter, and provides their voting history.
The text reads:
"You are receiving this election notice because of low expected voter turnout in your area. Your individual voting history as well as your neighbors' are public record. Their scores are published below, and many of them will see your score as well. CAUCUS ON MONDAY TO IMPROVE YOUR SCORE and please encourage your neighbors to caucus as well. A follow-up notice may be issued following Monday's caucuses".
In an effort to shame the recipient, the notice also informs the targeted voter their neighbors have also been notified of the recipients poor voting record.

If it’s not real, I think it would be mail fraud. The address matches that of Ted’s official campaign organization.

Most of the time, Trump carefully couches his statements in weasel words, like a standard politician. He may not be stating outright lies, but he's tricking his followers who aren't listening carefully into thinking he's going to do all these "amazing" things, but there's very little substance there.
So are speeding tickets but I guarantee I’ll despise you if you start sending them to my neighbors and business associates. Count on it. An honest person will admit this was stupid.
Cruz's campaign manger:

WHAT? I've never seen anything like it! Informing your neighbors of your voting habits??? My God, are you so dense you really don't realize how bad this is? And don't bring Trump into this. He had nothing to do with it. Ted's campaign has needlessly brought this on themselves. Honestly, I like Ted. But people need to be FIRED.
Do you think Robert Mercer was the main source of the $19million campaign chest that Cruz’s campaign has just announced. That also struck me as a somewhat desperate move given that Trump could spend a $billion. Of course what do the “little guys” know about millions. It all sounds pretty impressive if all you have is a few $thousand in the bank.

I guess it sucks to be me. Cruz was my first choice, and there does not seem to be an acceptable second at this point.
