Authorities are responding to a report of 20 victims in a shooting in San Bernardino on Wednesday.

The incident was reported in the 1300 block of S. Waterman Avenue (map), according to the San Bernardino Fire Department.

I have heard now that apparently this Farooq Saeed worked at the Center where the initial large shooting occurred

That is not what I heard the officer say on the radio. He said this man came in agitated inquiring about services... . Then ran past after the shooting began...... few minutes later. [Something about him made an employee witness think the man was involved.]
