Carson: Syria plan would focus on Putin

Washington (CNN)Ben Carson laid out his plan for handling war-torn Syria on Sunday, with a heavy focus on Russian President Vladimir Putin.

"My much bigger plan involves, you know, Putin and Iran also," Carson said on ABC's "This Week" Sunday. "Those are the forces that are propping up the Assad regime. And even though Putin came in there and said he was going to fight ISIS, he's really fighting the anti-Assad forces. What we need to be thinking about is how do we oppose him?"

It's a tricky situation for whoever will take the White House next year: finding a way to curb Putin's influence, while not heightening tensions with Russia. In Syria, Carson said he would establish a no-fly zone along the border with Turkey, adding, "We should be doing this in communication with Putin to try and decrease the likelihood of conflict and keeping the forces apart."

"According to the Washington Free Beacon, Russia's nuclear arsenal how has over 100 nuclear warheads above the limit set by the treaty.

Since the treaty was launched, Russia has deployed 111 new nuclear warheads, bringing its total number of deployed warheads to 1,648. That treaty limit is 1,550 warheads — a number that must be reached in 2018.

Comparatively, the numbers of U.S. nuclear warheads, missiles and bombers have fallen dramatically and are already below the limits set by the treaty. Additionally, the United States has decreased the number of warheads in its deployed nuclear arsenal by 250.

While the United States intends to eliminate heavy bombers and launchers, Russia has launched a strategic nuclear force expansion.

Russian President Vladimir Putin also recently announced a new doctrine that placed priority on nuclear forces.

If this raises concern for you, you are not alone.

Rep. Mike Rogers, R-Ala., chairman of the House Armed Services Subcommittee on Strategic Forces, said Russia "is in the business of violating treaties."

Rogers said Putin has violated several agreements and treaties in the past, and he simply "violates any treaty or agreement that puts limits on capabilities that Mr. Putin and his cronies desire."

"Russia's arguable adherence to the New START Treaty just indicates how bad a deal it is for the United States," he said.

Adm. William Gortney, commander of the U.S. Northern Command, said Wednesday that Russia has read our play book and is "fielding cruise missiles that are very, very accurate, very long range."

Gortney said these missiles have the ability to reach targets in Canada and the United States. He added that Russia has been participating in war game scenarios recently that simulate cruise missile strikes in Alaska.

This news is serious because it appears Russia has no intention of abiding by New START or any other treaty. We should therefore be building up our military and our arsenals instead of depleting them.

Russia has now deployed more than 100 nuclear warheads in its strategic arsenal above the limits set by the New START arms treaty limits, two years before it must meet treaty arms reduction goals.

"New START nuclear warhead and delivery system numbers made public Oct. 1 reveal that since the 2010 arms accord went into force, Moscow increased the number of deployed nuclear warheads by a total of 111 weapons for a total of 1,648 deployed warheads. That number is 98 warheads above the treaty limit of 1,550 warheads that must be reached by the 2018 deadline of the treaty.

The New START Treaty: Central Limits and Key Provisions

Summary

The United States and Russia signed the New START Treaty on April 8, 2010. After more than 20 hearings, the U.S. Senate gave its advice and consent to ratification on December 22, 2010, by a vote of 71-26. Both houses of the Russian parliament (the Duma and Federation Council) approved the treaty in late January 2011, and it entered into force on February 5, 2011, after Secretary of State Clinton and Foreign Minister Lavrov exchanged the instruments of ratification.

New START provides the parties with 7 years to reduce their forces, and will remain in force for a total of 10 years. It limits each side to no more than 800 deployed and nondeployed land-based intercontinental ballistic missile (ICBM) and submarine-launched ballistic missile (SLBM) launchers and deployed and nondeployed heavy bombers equipped to carry nuclear armaments.

Within that total, each side can retain no more than 700 deployed ICBMs, deployed SLBMs, and deployed heavy bombers equipped to carry nuclear armaments. The treaty also limits each side to no more than 1,550 deployed warheads; those are the actual number of warheads on deployed ICBMs and SLBMs, and one warhead for each deployed heavy bomber.

New START contains detailed definitions and counting rules that will help the parties calculate the number of warheads that count under the treaty limits. Moreover, the delivery vehicles and their warheads will count under the treaty limits until they are converted or eliminated according to the provisions described in the treaty's Protocol. These provisions are far less demanding than those in the original START Treaty and will provide the United States and Russia with far more flexibility in determining how to reduce their forces to meet the treaty limits. ..."

how about we let putin kill every damn Rebel and Isis member and jihadi there is. Kick turkey out of NATO and arm the Kurds well. and as soon as we can get any boots on the ground out of Syria. That is absurd

I think that it is the same old program. Question that comes to mind is this. What happens after Assad is gone? From my perspective, he kept that bunch of miscreants from killing each other as well as others.

Now they are refugees all over Europe and hundreds of those in the camps have disappeared to be out in the countryside. What is their purpose? Probably to raise havoc and install Islamic enclaves within each European country and install Sharia law.

Why do we have this burning need to be the world policeman? What gives us the right to determine what type of government another country wants or needs?

What is wrong with just letting things play out in the Middle East without our imput and then shaking hands with the winner?

Trump is right. Russia is the only country acting legally in Syria. We have zero national interest there beyond eliminating ISIS, and Russia is doing that now. This isn’t a pissing contest with Putin. We should just get out of the way.

I like it. The only good people in that whole region are the Russian troops and the Kurds. The Kosovo war, in which the US fought on the wrong side, should have taught us there are no good Islamists. But if 9/11 didn’t teach us the same thing, we’re beyond learning.

it’s over. our candidates need to realize that. we have another 15 months of dickless and mindless foreign policy left to endure, and by that time the mideast will be a russian/iranian stronghold. it will take decades to reverse it.

not satisfied with unwinning the iraq war and the afghan war, now this clueless dipsh*t is working on unwinning the cold war.

Carson said he supports President Barack Obama's decision to send a small number of troops to the region, but it's only a "small part" of what needs to be a comprehensive plan in Syria.

Carson then pivoted away from Syria to Ukraine and the Baltic region, saying that the U.S. must step up forces there, as well, to handle Putin's growing influence.

"We need to reestablish ourselves in that area," Carson said. "We need to give Ukraine offensive weapons. We need to reestablish a missile defense system in the eastern bloc of countries so that we oppose him.

o’bammy is trying to do with Syria what he did to Libya - even funneling guns from Libya straight to the rebels now doing his work in Syria - after an another country for the Caliphate - - We to keep our planes and troops OUT of Syria and let Putin clean up O’bamm’s mess - . WE are there illegally. Syria is a sovereign nation - as was Egypt and Libya - (both of whom were our allies and kept the scum in control - ditto Syria.

Egypt, thank god, overthrew O’bammy’s crew - or we would be in a much bigger mess now - with them controlling the Sinai and the Suez Canal - - and Israel?

It’s disconcerting, to say the least, that so many of our candidates haven’t a clue???

O bammy isn't concerned in the least about the people in these countries - it's all in his play book to establish the Caliphate.

No Ben we need to leave Assad in power as the “moderate” (snicker) Syrian rebels are where ISIS originated. Let Putin kill them and ISIS. In the Mideast the secular strongman is usually preferable to the rebels as they usher in the Mullahs and sharia rule.
