Fox News has learned Quds head Qassem Soleimani and Putin discussed such a joint military plan for Syria at that meeting, an encounter first reported by Fox News in early August.
"The Russians are no longer advising, but co-leading the war in Syria," one intelligence official said.
The Quds Force is the international arm of Iran's Revolutionary Guard, involved in exporting terrorism to Iran's proxies throughout the Middle East including Lebanon, Syria, Iraq and Yemen.
Intelligence sources told Fox News that -- in addition to the previously reported arrival of nearly 50 Russian marines, 100 housing units and armored vehicles delivered by a stream of massive Antonov-124 Condor military transport aircraft and two Russian landing ships in Syria -- the Russians have delivered aviation, intelligence and communications facilities to deploy a powerful offensive force.
Officials who have monitored the build-up say they've seen more than 1,000 Russian combatants -- some of them from the same plainclothes Special Forces units who were sent to Crimea and Ukraine. Some of these Russian troops are logistical specialists and needed for security at the expanding Russian bases.

Russia’s invasion and mass murder in Ukraine is well documented by among others U.S. Army Europe. USAREUR documented regular Russian Army fighting in Ukraine in February. If you have a beef with their facts, take it up with them.

I didn’t lie about anything. You caught nothing. Your proof is shaky at best. PLUS, you said they were murdering thousands. The conflict has fighters on both sides and is not the same thing as murder unless you were to concede that Ukraine is also murdering thousands. How directly involved Russia is has not really been proven one way or the other. If they are more involved that they claim, your statement was still false. They are not threatening nuclear war and murdering thousands. That was your false claim. My calling you on a false claim is not a lie. Making outrageous allegations does not resolve anything.
It’s a fact that nobody died in Eastern Ukraine until Russians like GRU agent Girkin arrived from Moscow and started their mass murder. It’s a documented fact that the Ukrainian-Russian border was destroyed by cross border attacks from Russia. It’s a document fact the Russian Army invaded and attacked the Ukrainian Army at Debaltseve, Ukraine in February.
Only the willfullly blind dispute the fact of Russian invasion & mass murder in Ukraine. We went through the same denials on Crimea. Then Putin handed out the medals and now nobody denies it was Russian soldiers who invaded Ukrainian Crimea.
