I guessed 4. Water is tough. I remember seeing those movies of the bad guys shooting into water to get the good guy. They didn’t go too far.

There is a Normandy scene in Saving Private Ryan where GIs are being hit by small arms fire 10+ feet below the surface. Fake. A rifle round lethality in water dies off rapidly after just 1 foot.

That was very cool.

I think it could be a prototype for a new kind of shielding around stationary objects.

Kind of like a moat encased in rubber? Just thinking out loud.

Depends on the diameter of the balloons when filled. I am guessing, however many equates to about 18 inches.

14 FEET of water will protect you from radiation and make deep space exploration possible. You have to travel in an enormous swimming pool, however. Keep that in mind when you don your water bullet proof vest.

Obviously. it depends on the size of that water balloons, and the type of round fired. Having said that, assuming it is grapefruit or softball sized balloons, I would say 15.
