I guessed 4. Water is tough. I remember seeing those movies of the bad guys shooting into water to get the good guy. They didn’t go too far.

Think I’ll pass on the water balloon armor in any case.

There is a Normandy scene in Saving Private Ryan where GIs are being hit by small arms fire 10+ feet below the surface. Fake. A rifle round lethality in water dies off rapidly after just 1 foot.

That was very cool.
I think it could be a prototype for a new kind of shielding around stationary objects.
Kind of like a moat encased in rubber? Just thinking out loud.

Regular rubber balloons a little smaller than a human head. Couple inches between each suspended balloon.
250 gr bullet at 1500 - 1800 fps.
Also, the color of the balloons is blue.

Depends on the diameter of the balloons when filled. I am guessing, however many equates to about 18 inches.
To: FoxInSocks
I think 5 based on my old water jug tests.

Yeah that could work, but dirt stops bullets too, and it will stay where you pile it up and doesn’t evaporate. If you want to penetrate a defended earth-berm structure, you may need explosives.

"I remember seeing those movies of the bad guys shooting into water to get the good guy. They didnt go too far." If I remember correctly, Myth Busters had shot some kind of rifle in a swimming pool years ago. But since water didnt compress well, bullet never penetrated too far.

14 FEET of water will protect you from radiation and make deep space exploration possible. You have to travel in an enormous swimming pool, however. Keep that in mind when you don your water bullet proof vest.
