Oregon governor planned to quit but changed his mind

Embattled Oregon Gov. John Kitzhaber had reached a decision to resign because of an ethics scandal surrounding him and his fiancée, but he changed his mind, three people with direct knowledge of the situation said Wednesday.

They said the Democratic governor informed some of his aides on Sunday that he was going to resign and on Tuesday he asked his would-be successor, Secretary of State Kate Brown, to rush back from a conference in Washington D.C. They spoke to The Associated Press on condition of anonymity because they were not authorized to talk about private discussions.

Brown’s abrupt and unexplained return to Oregon sparked speculation that Kitzhaber planned to quit. Hours later, Kitzhaber issued a statement saying he would stay put. It was not clear why Kitzhaber changed his mind. …

Gov. Kate Brown will be even worse. The first openly lesbian governor, she never met a business larger than a coffee & bakery she didn’t hate, environmentalist on steroids.

I don’t favor his resignation, which would elevate moonbat Sec of State Kate Brown. He should be recalled and replaced with a Republican. The media did it’s damndest to ensure he was reelected despite knowing Kitzhaber was toxic. Enough is enough.

I read the Oregon Constitution’s section on recall elections and, unless I’m missing something, Oregon voters only get to kick out the officer, not select his replacement, and recalled officers are replaced as they otherwise would if there was a resignation (which in the case of a governor would be by the Secretary of State). So, unless I’m mistaken, it wouldn’t make a difference whether Kitzhaber resigns or gets recalled, since either way he would be replaced by that bisexual moonbat that Soros got elected as Secretary of State.

Kitzhaber could have been kept out of returning to the governorship in 2010, but too many Oregon conservatives decided to waste their vote on the nominees of the Constitution Party and the Libertarian Party (neither one of whom received as much as 1.50%, much less have a shot at winning), presumably because Chris Dudley wasn’t as conservative as Jim DeMint, and thus they preferred for Kitzhaber to win.

OK, I just checked out the Oregon laws regarding vacancies in state offices. Section 249.215 provides that if a vacancy occurs more than two months prior to the next general election in the state (which will be in Nov. 2016), then at such general election the voters would elect someone to serve for the remaining 2+ years of the term:

So whether Kitzhaber resigns or is recalled, Brown will become governor, but Oregonians would get to elect a new governor (for the 2+ years remaining in the term) in Nov. 2016. I assume that Brown, as governor, would be able to appoint her successor as Secretary of State, but there would be an election for a new 4-year term as Secretary of State in Nov. 2016.

I wasn’t clear on the recall scenario, but it makes little sense to recall an officer without a candidate to replace them rather than just move up the next in line officeholder. I was aware that a special election would be required if Brown were to move up. This last occurred in 1956 when a Democrat (Robert Holmes) won the remaining 2 years of deceased Republican Paul Patterson’s term, defeating the acting GOP Governor Elmo Smith.

Well, it depends on why recalls were allowed in the first place. If they are akin to an impeachment by the voters instead of by the state legislature, then it makes sense that the successor be the one set forth in state law, since such successor would hold the office in the case of an impeachment (or a death or resignation, for that matter).

I hate the concept of recall elections. If voters are idiotic enough to elect an idiot to a four-year term, then they shouldn’t get a second bit at the apple. Stupid Progressives.

The problem is a single county, Multnomah, is holding the overwhelming majority of the state hostage. Remove them from the equation and Kitzhaber would’ve lost by a vote of 530k to Richardson’s 580k. I’ve argued the point over a county unit vote that would halt this problem from occurring. The only other alternative would be to divide states and allow the heavy-leftist urban areas to govern themselves and the non-leftist areas the same. The “peaceful divorce” option.
