We could also train them, if the bad guy is armed, do quickly draw, throw themselves to one side, drop, roll, come up on one knee, and shoot the gun out of the guys hand.

Sure, Carson. Let’s see what you shoot at when some dude tries to kill you. Then again, Ferguson may be considered a “big city” and you wouldn’t dream of carrying a weapon within city limits. That makes you one dead dude.

That is complete and utter nonsense... As a former police officer, also SWAT cop, civilian PSD, Iraq security manager, maritime anti-piracy as well, training is center mass..leave it at that. Bloody silly.. The tactical side added two center mass with a added head shot. Always pays to add the insurance.. I have seen a perp leg shot...by accident with a 870 and double ought. That was intended to be a center mass, but the officer involved was a little excited as the guy was shooting back at 20 feet with a 44 mag.
A buddy had one of those. Pattern of about 6’ at 6 yds. Shot at a coyote with #4 shot at 20 yds. It just looked at him and yawned.

This happens when aiming for center mass and real world factors intervene.
He was also wounded in the initial confrontation, and it didn’t stop him from attempting to attack again.
Let’s say the perfect world evolved and police did first take out the legs of the criminal when deadly force was authorized.
Does anybody really believe there wouldn’t be an onslaught of lawsuits for punitive damages and compensation of loss by maiming the perp? Now you’ve made the criminal a cripple for life, how much more costly will this make incarceration and rehabilitation?
Now there will always be a question if deadly or maiming force is justified. Cops will still be questioned for their actions.
Will the criminal mind ever change to abide by the law? Now he has incentive to remain criminal for such an unjust consequence, by the criminal mind. Now every criminal will file lawsuits for compensation for the loss of their working potential,...for life. Liberals will still associate the criminal mind as a consequence of poverty, and now the poverty was caused by law enforcement.
There is a bigger issue here, involving the way criminals think and how they allow their thinking to influence their actions and behavior.
We make laws to discriminate between acts which are lawful and those unlawful. They are made to control the disobedient, not to control the obedient. A person who refuses to recognize the law, disobeys the law, and then assaults legitimate authority must be controlled with the intent they will obey the law when given freedom. When they attempt to use deadly force on legitimate authority, there must remain risk for their behavior, otherwise it will become advantageous for the criminal to assault legitimate authority.
Ultimately, a criminal must be held accountable for their actions and when they resist arrest, their resistance must be met with overwhelming force to limit the risk they place on the lawful.
Let me add: when a person is in a situation where he needs to fire at another person, he is (nearly always!) so pumped up with adrenaline and various other hormones that he’s lucky to be able to see straight, much less aim cooly and accurately at very specific portions of the target. In short, no, they can’t be trained to shoot at the legs, not unless you want lots more dead LEOs.

And then, when the round ricochets and kills a bystander, we should ban guns in inner cities because reasons.
Ben Carson is not only ignorant, he doesn’t know the depth of what he doesn’t know, and shows no interest in learning.
He needs to step aside. If he wants to raise his profile in order to get better speaking gigs or book deals, fine. But doing it with other people’s money this close to crunch time is really low on his part.
Seriously questioning his ethics here.
No, they can’t.
If a weapon is drawn for self defense, then it most generally is for the protection of one’s own life or that of others.
The fact that a gun is drawn by a oeace officer is usually a clear indication of hiw dire the circumstances are.
Besides, shooting a leg does not automatically result in mitigating further aggression.
The only way to objectively end a life threatening event is to terminate the aggressor.
As much respect as I have for him, I hope Dr. Ben doesn’t fly airplanes on the side.
There are many, many doctors that thought their expertise in their chosen profession of medicine extended to everything else.
Most of them have been killed flying Bonanzas.
