Didn’t these family members live out of state with the exception of Duncan’s son that was away at College. None if I recall correctly had contact with Duncan once he arrived here.

The people living with Duncan are confined in isolation. The family members in the images you provide are not the same as those in isolation. Jesse Jackson is currently in Chicago with (at least some of) the people in Duncan's family.
