Rand Paul (R-KY) warned conservatives when it comes to immigration reform the party needs to get beyond the term amnesty and move the focus to border security and work visas. The Kentucky Republican said, "I don't think any immigration reform will get out of Washington. I do think there is a path to a secure border and an expanded work visa program."
I think that everyone needs to be for some form of immigration reform because the status quo is untenable," he continued. "So I consider myself a bridge to conservative community because Im about as conservative as they come, a little libertarian too ... If we do nothing, 11 million more people will come illegally, so we have to do something.

I think he is absolutely correct ... Strengthen the borders and provide work visas to those already here doing the work no one else will do. If you believe this issue is going to get solved by a hard line in the sand, then you will be very disappointed. It is a very difficult issue and it needs some common sense solutions.

The ‘jobs Americans won’t do’ line is BS!
The ones that work at all are taking American jobs, many are good paying jobs in construction and meat cutting.
The H1B Technical and Professional Visa works fine, but there are disputes about what the quota should be.
The H2A Ag worker temp visa is a mess. It has an unlimited quota but is not used very much. First off the employer has to advertise the job, which is job that is set in the future. He must then negotiate a contract with Dept of Labor with firm start and finish dates, and a farmer never can predict when the job will start and finish. Then the 60% rule kicks in. After the guest worker begins, if a domestic worker show up looking for a job before 60% of the contract has expired, the employer has to hire the domestic worker. Keep in mind, this domestic worker might be an illegal with fake papers. Then the three quarters rule kicks in. If the employer wants to get rid of the temp guest worker, he has to pay him three fourths of what he would have earned thru the contract. All this stuff needs to be fixed.
The H2B Non Ag worker visa works pretty well but the quota is only 61,000.
Both the H2A and H2B are seasonal temp work visa and benefit the southern states over the northern states because the season starts earlier
Many employers need guest workers for longer term than seasonal so they need a new temp visa that would be for 2 years and can be renewed for an addition 2 years, or possibly 3 and 3 years.
And it all has to be done at the same time because the worker that comes in on the H2A will go awol/illegal, move to Dallas, and get a higher paying job as a welder or brick layer.
People are foolish to think they can control illegal immigration with enforcement only. If the guest worker programs are inadequate, there is no way to stop the illegals or those that want to hire the illegals.

Unfortunately, like many of the major debates in Washington, immigration has become a stalemate-where both sides are imprisoned by their own rhetoric or attachment to sacred cows that prevent the possibility of a balanced solution.
Immigration Reform will not occur until Conservative Republicans, like myself, become part of the solution. I am here today to begin that conversation.
Let's start that conversation by acknowledging we aren't going to deport 12 million illegal immigrants.
