Headline is misleading ..a bit sounds like MCClownell thinks Obama Care might be repealed, and yet the Kentucky Exchange remain behind as a state program. As long as it isn’t mandatory, a tax, etc, and only one state - I’m okay with that.

How to kill it without repeal would be far more important than how to keep it on life support after repeal (and even that only because they lack the balls, votes, and POTUS to manage a repeal).
The KY primary results were clearly the most promising for the DEMOCRATS so far this year. By contrast, the TX primary results though Cornball survived lent little encouragement to “the democracy”. NC was something of a mixed bag. MS may be the big upset next week.
If health insurance is done by the states and isn’t mandatory, I could see having an exchange where residents could compare what policies are available. Call it something like “Kentucky StateChoice”.

States can set up exchanges, if that’s what their citizens want, and will support, politically. There is nothing unconstitutional about that; nationally, it’s another story.
Exchanges aren’t the problem, dictating the product that can be sold on the exchanges is the problem.
Repealing regulations so that private companies can set up exchanges where they could offer a range of insurance products that could be sold across state lines would be an excellent free-market solution to the problem of portability.
Just because the democrats wrapped their stupid law with some good paper doesn’t mean we need to throw out the paper.
