Russia is planning to put a manned colony on the Moon as soon as in 2030, and is racing to dispatch the first robotic rovers to explore the lunar surface two years from now, a media report says.

Newspaper Izvestia said Thursday it had gained access to a draft government program, prepared by the Russian Academy of Sciences, the Roscosmos federal space agency, Moscow State University and several space research institutes, outlining a three-step plan toward manning the moon.

For the life of me, I’ll never understand why we didn’t claim the moon for America the minute Neil Armstrong set foot there.

Figures.

But I don’t trust the Russians or the Chi-Coms to abide by the spirit of the treaty once they get a foothold up there. They may even thumb their noses at the letter of it as well.

Probably. We're the only ones stupid enough to sign a treaty like that in 1967 when we were ready to land on the moon.

The Soviet Union really wanted that treaty. Of course, they weren't ready to put a man on the moon, either.

My grandfather remarked at the time "That boy sure is worked up about that treaty....". I paid attention to stuff like that, even back then.

No, but there will be free electrons.

How would we enforce that claim? We can’t even put a man in space without hitching a ride on a Soyuz rocket.

And China plans to build a mag-lev train over the Bering Strait.

We’re doomed.

I hope they do. If it takes a little bit of healthy competition to get a serious space program going again, I'm all for it.

They also claimed that they were going to colonize Mars in a similar timeframe, but that was few years ago. Now they’re saying the Moon and that will fail. A few years from now they’ll be saying they are going to colonize the Baltic States, another piece of Poland, or some other piece of territory. Thanks WhiskeyX.

Or they could just film it from a studio in Ukraine.

Meanwhile, leftist, declining America cancels manned space missions and substitutes a “make muslims feel good” program.

They can pickup their dead cosmonauts from 45 years ago if there's anything left.

“For the life of me, I’ll never understand why we didn’t claim the moon for America the minute Neil Armstrong set foot there.”

Because generating a PR victory in the cold war probably isn’t something you want to look like reasonable cause to declare war. At the time treating space, and everything in it, as an internationally neutral communal resource was a good way to avoid political entanglements that could very reasonably spark a global war between the super powers. Think of it as telling the other guys that there’s no need to nuke our asses because we got there before them, we’re just showing off, none of us can really mine it yet or put missile bases on it.

That will obviously change if and when commercial opportunities open up for resource extraction from asteroids or the moon. Once that becomes feasible the whole toolbox opens back up - legal, technological, human resource capital, and military intervention all become valid tools to ensure continued, sustained economic viability in the orbital gold rush. Those too reluctant to win, or too squeamish to use the resources they have to get ahead, will be relegated to the dust bin of history.

Mind you, this is RUSSIA.

ALL of our space treaties were with THE SOVIET UNION, which means they are all null and void!
