Racial minorities are more likely than white students to be suspended from school, to have less access to rigorous math and science classes, and to be taught by lower-paid teachers with less experience, according to comprehensive data released Friday by the Department of Educations Office for Civil Rights.
In the first analysis in nearly 15 years of information from all of the countrys 97,000 public schools, the Education Department found a pattern of inequality on a number of fronts, with race as the dividing factor.
Black students are suspended and expelled at three times the rate of white students. A quarter of high schools with the highest percentage of black and Latino students do not offer any Algebra II courses, while a third of those schools do not have any chemistry classes. Black students are more than four times as likely as white students and Latino students are twice as likely to attend schools where one out of every five teachers does not meet all state teaching requirements.
Here we are, 60 years after Brown v. Board of Education, and the data altogether still show a picture of gross inequity in educational opportunity, said Daniel J. Losen, director of the Center for Civil Rights Remedies at the University of California at Los Angeless Civil Rights Project.
In his budget request to Congress, President Obama has proposed a new phase of his administrations Race to the Top competitive grant program, which would give $300 million in incentives to states and districts that put in place programs intended to close some of the educational gaps identified in the data.

One of the striking statistics to emerge from the data, based on information collected during the 2011-12 academic year, was that even as early as preschool, black students face harsher

The only reason blacks could be suspended more than whites is racism. There are lots more white than Asian teachers, and those white teachers are suspending more whites than Asians because they are biased against whites. Boys are no more disruptive than girls, so their higher suspension rates must also reflect bias. The classes that high schools offer have nothing to do with that the students are prepared to study. If there are more inexperienced teachers at mostly minority schools, it has nothing to do with how much respect those students show teachers.
The NYT treats any government report on racial "disparities" as the gospel truth.
Much of this could be true and so what?
How much of it is “self inflicted injury” on part of our honorable black community?
They said it was anathema to act white. Fine, that is their prerogative. The consequences are NOT their prerogative! That has to be taken up with God, not with America!
What the report doesn’t mention is that the majority of black students are attending schools with black teachers and often black administrators.
As they get older, young black men commit homicide at a rate around five times the non-black rate. So?
Mathematics is neither compassionate nor merciless. It is what it is.
Yeah, what do they want?
If they really want to act black, maybe they should act black like our modern successful African immigrants act black. They’re way too busy and way too successful to whine!
It ain’t an intelligence issue nearly as much as it is a wisdom issue.
Unfortunately, with leftists in power, the assumption is that any behavioral differences are due to external or environmental or societal influences and not the responsibility of those actually performing the behavior.
That’s a screwed up worldview, but that’s what they believe.
Now, the conclusions reached from this assumption include that others who behave correctly have unfairly favorable circumstances and should pay to change the circumstances of those “less fortunate”.
Ever wonder where that term came from? There it is.
It's all the unions' fault. Teachers with experience (and thus seniority) try very hard to get OUT of minority-majority schools.
ZZZZZzzzzzzzzzzzzzzzzz
I don’t think the Chinese and Russians give a darn about the black folk in America. The liberals should keep this in mind.
Of course it just has to be the fault of institutions and society in general...and not that of a bankrupt subculture which ignores if not encourages behavior producing these desperate suspension numbers.
In the liberal paradise of NY?.................IMPOSSIBLE....................
Well there is such as thing as social black racism.
That is something baleful that every black person has the responsibility to say no to. They can embrace a new social tone if they refuse the old social tone.
The stats are what they are. It is pointless to ignore them. Stupid people are more prone to promiscuity, violence, and low achievement. Pretending that their bad choices aren’t related to the fact that they have less capacity is just more pretending.
I personally think this can be traced back to the family unit. Are both parents under the same roof? Is education valued in the home? What is the family's annual income? All of that matters.
But none of that will be looked at. Instead, schools will be branded as “racist” if the percentages don't seem right. So the schools will simply cut down on black suspensions. Disruption in those schools will skyrocket. Middle class families (mostly white) will flee those schools.
The schools will spiral downwards. And who will be hurt the most? It will be the black students who come to school looking for a decent education. They will be trapped in chaos.
Even in the worst schools are many more good black students than there are disruptive black students. But it doesn't matter. They will be trapped in chaos.
