Kasich calls for income tax cut, hike on cigarette tax

The net for Ohioans is a $174 million tax cut over the next three years.

Kasich proposes funding an 8.5 percent income tax-cut for all tax brackets — a $2.2 billion reduction over the next three years — by raising the state’s tax on a pack of cigarettes 60 cents, from $1.25 to $1.85, while also taxing other tobacco products, including electronic cigarettes, at an equivalent rate. That would generate about $850 million during the next three years.

Kasich also wants to raise the Commercial Activity Tax on gross receipts for businesses from 0.26 percent to 0.3 percent, a roughly 15-percent increase providing $743 million in three years; and implement a gradual 2.75 percent tax on oil and gas extracted from horizontally drilled and fractured wells, generating $874 million in three years.

Poppy Bush lost his next election after that, by enacting new taxes.

He might want to pay attention to his neighbors here to the north.

If you increase the taxes on cigarettes, revenue plummets and smuggling skyrockets.

It would do the citizens of his state one better were he to call for the slashing of the state sales tax on cigarettes, if they are purchased in bulk.

That is, the more cigarettes you buy retail, the less tax there is on them. So if you buy 10 cartons, for example, you pay 50% less state tax. If you buy 100 cartons, you pay 70% less state tax. A lot more than a typical person would buy.

The idea would be that people would come from out of state to buy a huge amount of cigarettes to take home with them.

While the state would get less money on the top, they would more than make up for it with volume. And the retailers would make a ton of money, for which they would then pay state taxes.

All told, the state would likely make more money, its retailers would make more money, and there would be no significant increase in in-state smokers. What’s not to like?

well...since my wife and I work our a55es off and neither of us smoke, I’m not gonna cry about john Kasich putting more money in my pocket.

A 60 cent increase is about a 10-15% increase in cost per pack. Whether that is enough to overcome demand inelasticity is an empirical question.

In any case, such taxes are more in keeping with the design and spirit of the Constitution than income taxes ever were. The man has a state to run. He has to get money from somewhere.

I may be out of step on this but i don’ like “sin” taxes.

Yeah, tax cigarettes and then raise subsidies to tobacco farmers.

I don’t think there are enough smokers anymore to raise substantial amounts of money

Nah, I just truly hate cigarettes. That’s probably because they killed my mother. He could raise the price to $50 a pack and I wouldn’t cry about it. The fact that I’ll pay less taxes just makes it all the sweeter. I’m guessing you’re a cigarette smoker. You should quit if you are.

Where’s the logic? Kasich wants to increase the cigarette tax when the big news is the heroin epidemic? The more expensive cigarettes are, the more appealing other, worse vices will be.
