I may be out of step on this but i don’ like “sin” taxes.

Yeah, tax cigarettes and then raise subsidies to tobacco farmers.

I don’t think there are enough smokers anymore to raise substantial amounts of money

As you should. RC One on the other hand loves taxing smokers, like Nancy Pelosi and Obama.
