WASHINGTON (AP) — The president's advisers are warning that if lawmakers won't work with the White House, the White House will go around them.
President Barack Obama makes his State of the Union address on Tuesday.
Top White House aides say Obama will try to work with Congress where it's possible.
But press secretary Jay Carney and senior adviser Dan Pfeiffer say the White House will take action with executive orders if needed.
On ABC's "This Week," Carney says the White House will "bypass Congress where necessary."
Pfeiffer tells "Fox News Sunday" that Obama, quote, "has a pen, and he has a phone, and he's going to use those."
Republican Sen. Rand Paul tells CNN's "State of the Union" that it sounds like a threat.

Obama would be well advised that that is an impeachable offense and Americans are sick of his imperialistic crap.
This is where I wish we had some Congressional leaders with a few balls, enough to tell the Pres that he’ll work within the limits of the Constitution, and nothing else.
Since no one is interested in stopping him, I guess we have to learn to live with it.
All that matters is what the Senate thinks. And Harry "Nuclear Option" Reid thinks Obama is doing just fine.
And don't think the average American will throw the bums out. The average American only knows what the MSM reports. So the average American is quite aware of Justin Bieber's arrest, and that's about it.
If the GOP-controlled Congress had at least a femtogram of testicular fortitude they would have impeached Traitorobama and his Gestapothugs every day Congress was in session.
Also no patriotic Senator, Congressman, or SCOTUS member would show up for the Traitorobama’s defecation on the SOTU. Let the Demonrats be the only ones who show up wearing their Monicakneepads.
Congress (House and Senate) GOPe have been repeatedly saying and demonstrating they won’t stand in his way, to the point they are verbally (and financially) sniping at those of us us who would. We’re getting awfully close to torches, pitchforks, tar and feathers.
He already works around the USSC, so the coup will be complete.
But none dare impeach and remove the Usurper/Dictator.
