SAPD: Officer in full uniform sexually assaults 19-year-old during traffic stop

SAN ANTONIO -- Officer Jackie Neal, 40, was in full uniform, in a marked squad car and on-duty when he made a traffic stop Friday morning and sexually assaulted a 19-year-old woman, according to the San Antonio Police Department. Neal was taken into custody by SAPD Special Victims' Unit detectives after police officers pulled him over on the south side around 2 a.m. Saturday, according to a statement issued by the department. Neal was arrested on a warrant for sexual assault, a second-degree felony.

"This conduct is unthinkable and I'm absolutely outraged," San Antonio police chief, William McManus said in a statement issued by the department. "Once we became aware of the allegation, we took prompt action."

Neal is an 11-year veteran with SAPD and works the overnight shift on South Patrol. He was hired in October 2001, according to The Texas Tribune. Officer Neal has been placed on administrative leave, according to department protocol. He was released from custody Saturday at 7:25 a.m., according to the Bexar County Magistrate's website. Neal was suspended back in September, according to an agenda for the San Antonio Police and Firefighter Civil Service Commission. KENS 5 requested information regarding the suspension in mid-September; however, the department has yet to release any details on the incident.

"A high standard of conduct is a priority of the S.A.P.D. I praise the victim for having the courage to come forward and having the confidence in the S.A.P.D. to handle the case effectively," McManus added.

But anything goes to sell albums even letting society rot. Nobody has a sense of civic duty or responsibility. Not cops, not performers, not bankers, not street repair workers.

And your tag itself shows that you are VERY close to it. Liberty is from God. What we call “risk” is the crosses we bear for the purpose of sharing the gospel.

Don’t be afraid to go fundie about your faith. I do. The problem with most fundies is that they aren’t fundie ENOUGH.

There is some federal grant goal in order to sustain extra cash to state and locals. It's called "citizen interaction ratio goal(quota). The aim is to document 2.1 interactions per citizen to meet your goal(quota)on a yearly basis.

That means each citizen is to deal with 2.1 traffic stops, home visits, sobriety checks, etc.... every year. Statistical policing is the new norm. It has nothing to do with crime.

I've been stopped by a cop one time. The speed limit was 55 in Texas then. I was in my new Jag which changed gears at 54mph. The car ran beautifully at 65. I was on a divided road with no one in sight except one car behind me. The road curved and there was a cop. He stopped both of us.

He came to my car and said, “This is a beautiful car. You were over the speed limit.” I said I knew I was so what happens next. He said he would be back, had to talk to the guy behind me.

He came back and said the guy was causing him trouble and he was glad I was cooperating. I said I was over the speed limit so there was nothing to complain about and what did we do now because I had never had a ticket.

He said my husband must be rich to buy me this car. I said I had no husband. He said, “Can I come live with you?” We laughed. He gave me the ticket and said just mail the money to that address. That is what I did. My car was really glad later when the speed limit went up to 65.

I have learned a dirty little secret about hell.

Whatever hell can PRETEND to do... heaven can beat the pants off of.

Hell never created anything new. It only took what was old and bent it way out of the context God gave it. The result is actually pretty damned feeble!

GOOD gospel should outsell that kind of rot. If people have anywhere close to the spiritual sense they claim to have (what, over 80% “Christian”)?

My theory on this is that relationship comes first. Form a relationship with somebody then you have an open heart.

Telling the gospels to people who have no basis with you is like speaking Farsi to a German.

So I agree with you if it works for you, but when I communicate I want communication not just me talking and the other guy thinking he has no idea what is happening or being said.

But I have good friends who do what you advocate and I never see it work.

I don’t think a person can accept risk without an eternal world view. If a person believes that this world is all that exists, and all that is then he will protect his life at all cost.

The key is to reason from what the audience DOES know, to what the audience needs to learn about.

Paul on Mars Hill is an excellent prototype here.

Just give someone a burst of church-ese in their face, and no you won’t go anywhere.

But tell them that, say, God loves great sex and His power is reflected in racing cars, and they may listen. Work on one barrier at a time and it goes better.

Whoa, whoa, whoa.

Whoa.

What exactly is this guy accused of? The snippet here doesn’t make that clear. Sexual Assault? Not Rape, right? What does that mean?

I’m a pretty “Law Enforcement” wary guy but if this guy just touched a female in an odd way, charges?
