Software, Design Defects Cripple Health-Care Website

Six days into the launch of insurance marketplaces created by the new health-care law, the federal government acknowledged for the first time Sunday it needed to fix design and software problems that have kept customers from applying online for coverage.

The Obama administration said last week that an unanticipated surge of Web traffic caused most of the problems and was a sign of high demand by people seeking to buy coverage under the new law.

But federal officials said Sunday the online marketplace needed design changes, as well as more server capacity to improve efficiency on the federally run exchange that serves 36 states.

The website is troubled by coding problems and flaws in the architecture of the system, according to insurance-industry advisers, technical experts and people close to the development of the marketplace.

Among the technical problems thwarting consumers, according to some of those people, is the system to confirm the identities of enrollees. Troubles in the system are causing crashes as users try to create accounts, the first step before they can apply for coverage.

Experian PLC, an information-services firm, holds a federal subcontract to support that system. The company declined to comment.

Fixing the software design? Takes lots of time. Takes lots of money.

If the Republicans were smart, they would jump on this, start a clock, and begin a chorus of "Is it done? Is it done? Is it done?"

Hammer Obamacare and act shocked that the major SW design change, re-test and re-deployment can't be done by 2PM. Make the public believe that this is a pile of poo. Because it is.

Actually, if the Republicans were smart they would use this as their No. 1 reason not to fund 0zerocare.

Why fund a program that doesn't work?

DESIGN is not “Overwhelming Demand”. Meaning the Administration lied, again. No surprise.

DESIGN means Back to the Drawing Board for a re-design of critical components. This takes months if not years.

DESIGN means fundamental failure of the government to deliver just the signup phase. What about the enforcement phase, transfers among states, portability, integration with tax payments / refunds?

What about your actual healthcare?

Will healthcare in the U.S. FAIL? (Duh! The answer is of course “Yes.”)

As a former software developer, all I can say is that the absolute worst thing that whoever's in charge of this site could do, is start setting arbitrary dates for when the site might be back online. And by "online," I mean actually working and allowing people to purchase insurance.

As for who's in charge--I know, I know--it's not Obama, it's not Sebeillus, it's no one we would probably know.

That's BIG.

You don't solve an architectural problem over the weekend, this month, or this year. In my business, an architectural failure will take at last 6 months to fix, and we run billions of dollars through systems, somewhat like the government.

According to other articles I have seen on FR, CGI of Montreal, got the 300 million dollar contract. (Three Hundred Mil to develop a Website? To a Canadian Company?) Maybe they designed it to fail on purpose so they could keep coming here to escape Canada Health Care.
