It’s not entirely within the House’s power to repeal, but it is entirely within their power—and enumerated Constitutional responsibility—not to fund a monstrosity such as Obamacare.
Yeah, some of the entitlements make stopping funding on some of it difficult, but there’s no good reason for a GOP-controlled House to keep funding that which they can stop.
The GOPe fatuously claims that they can’t win the PR war while doing so even though Obamacare is incredibly unpopular—so they don’t even try.
At least Cruz and his ilk are trying.
I am really flattered by the desperation on the durban side of the aisle, afraid TED is going to resonate. This Durbin appearance is about trying to chill a rock star and his argument.

I think the fact that it’s making heads spin on one side of the aisle, and drawing attention to it in the news media is the point of the whole thing.
Senator Cruz is bringing attention to it that can’t be ignored, and people who are waking up are now able to see the monstrosity of this disaster for what it is.
I applaud the guy. The House stepped up and did their job, and the Senator is doing what he said he would do. He’s keeping his word.
And friend, that is a RARE thing these days, and we should support and applaud a Statesman when he actually ACTS like a Statesman.
