A toilet will empty when the water pours into it, despite no tank. It's the water flow that works the "disappearing act"! You just have to pour quickly, so it attains the proper effort!

Indeed. We have an actual SHTF situation here ("F" referring to "Floor", apparently). Looks like the projections of half the population east of the Mississippi dying off within two months were overly optimistic.

Anyone who can't figure out basic hygiene quickly is going to be dead in weeks, not months.

A city where a lot of the housing is multistory does pose problems - particularly if windows can’t be opened.

I think it is learned helplessness to a certain extent. Poop in toilet lined with garbage bag. Put garbage bag accumulation in a sealed second bag and keep it until it can be picked up which may turn out to be a week or more. Not fun but a darn sight better than sliding down the hallways on human excrement.

Burying waste when faced with asphalt street and concrete sidewalks is not particularly viable in a city setting. The area is uninhabitable without electricity.

And yet people are yelling and throwing eggs at utility line workers, instead of sprinkling rose petals at their feet.
