Unless, one predicates that genetic predilection for
superior or inferior cognitive skills are a rational concept,
but I thought that one was buried long ago

This is so outrageous as to be almost unbelievable. All, and I mean all, goals should be based on potential not race. If nothing else, this is telling some groups that they are so stupid that they need help making the grade.
I equate this to signs that are in English and Spanish ... tells those of Hispanic origin that they are to stupid to understand English. Why not signs with every language on earth?

Well, it seems that the way to make everybody equal, is to make blacks feel very deficient and incapable, while Asians become the superior race. White and Hispanics should feel somewhat superior to blacks, but not by much.
Essentially, the way to make blacks feel better about themselves, is to call them mentally deficient. Nice!

I teach in an urban, racially mixed high school. Many of our students are from African or Asian families while others are from families that have been here for generations. It makes me angry to see the low academic achievement of many of these kids. I'm dealing with 15 or 16 year old students who read at a mid-elementary school level. They don't have the capacity to read textbooks or write coherent sentences, let alone understand high school science. They've been done a terrible disservice by a community that cossets them and promotes them from grade to grade when they haven't learned even the most basic skills. Most of them plan to go to college. I expect that with AA programs, they'll be accepted somewhere, given grants or loans to pay for it, and end up with diplomas and government jobs.
Most of the youngsters from Asian or African immigrant families are working their backsides off to get ahead. I have honors students who have only been in the country a few years but they're making headway, learning, and achieving. Big, big contrast. These kids simply don't accept a lower standard for themselves. I wish all our students would follow their example.
