Months ago, Gov. Jerry Brown won business and labor backing for an initiative that combined higher taxes on California's top income earners with a half-cent sales tax a strategy he said would share the pain of addressing the state's budget woes.
But on Wednesday, bowing to pressure from liberal activists, the governor modified his proposal, agreeing to cut the sales tax hike in half and place a greater share of the burden on the wealthy.
Brown cast the revision as a strategic move to reduce the number of tax proposals voters may face on the November ballot and increase the chances that the electorate will embrace at least one measure to provide a sorely needed revenue increase.
"This united effort makes victory more likely and will go a long way toward balancing our budget and protecting our schools, universities and public safety," Brown said in a statement.
The deal takes off the table a proposal, sponsored by the California Federation of Teachers, that had sought a special millionaires tax. It immediately drew criticism from political observers, who said Brown was tarnishing his carefully cultivated image of an honest broker who would not be moved by political pressure.

1% of Californians are paying 45% of the taxes. How do you think they will react when you call them evil and shake them down for more?
I moved from CA to TX this year and the more I see stories like this, the better I feel about it.
This whole, “Let’s raise taxes on the wealthy” song and dance simply plays to the folks in the cheap seats, but, when actually implemented, has been proven to raise little in real revenues.
Brown’s problem is that California needs very drasticlally to reduce taxes and, more importantly, LOWER SPENDING.

Simple solution - make it illegal to move out of the state,
or, simply have an “exit tax” on their wealth.
It’s the socialist thing to do.
I think an “exit tax” has been discussed in California. It would reach out and tag the previous year’s tax return with some sort of invented “fee.” for leaving.

Like all socialist “countries”, such a border fence is intended to keep people IN, not out.
This is prime illustration as to why the left will not allow their socialism experiment to be done at the state instead of the national level.
Seems like this soak the rich idea has been tried in New York and Maryland and the millionaires just packed up and left the state. Brown better read up on Lenin who said that people vote with their feet.

I paid $15,000 in CA State Income Tax last year (and probably half that again in sales tax). How many illegals making $5 an hour at car washes and restaurants will it take to make that up?
He won’t touch any of the rich liberals like the Hollywood a-holes. Like obama, donors get an exemption while the rest of us who make a normal living pay.
All mansions suddenly become “vacation homes”. All of the rich officially take up “residence” in Arizona and Nevada.

the problem with teh ‘soak the rich’ strategy is as follows:
the rich pay far more taxes than the average dude. say ten to fifteen times. that money is nice, and can be used for all sorts of nice things.
but when the rich becomes no longer rich, or moves out, then guess who has to make up the shortfall?
when you raise taxes onthe rich, they move to other places, and youlose far more per capita than regular dudes who move out.
so itsn’t it a far, better tsrategy to entire rich people to move IN? for each rich dude you get, you get the revenue of ten to fifteen regular dudes!
so make your place attractive to the rich, and they’ll come to yiou, adn away from joints like california
