Pedro moved to the Kansas City area about 13 years ago and has held the same job for 11. Though he sometimes struggles to pay bills, he knows most people think he should receive no public aid. Hes an illegal immigrant. He doesnt deserve handouts. He understands that. Ive never asked for anything for myself, said Pedro, who didnt want his last name used to protect his family. Never. I just work. Work hard. A new debate swirling around Kansas, though, isnt about Pedro. Its about two of his three children. They were born here, and one day they will have drivers licenses and the right to vote, just like any other U.S. citizen. Early last year, when they needed food assistance, they got it. Pedros family received nearly $300 a month in food stamps. Enough to buy milk, eggs and meat, fruit and yogurt. Now, they get nothing. Neither do hundreds of other Kansas families who, like Pedros, are a mix of undocumented immigrants and U.S. citizens.
At a time when Gov. Sam Brownback has vowed to reduce child poverty, the Kansas Department of Social and Rehabilitation Services a state agency the governor controls made a policy change that eliminated food stamps for hundreds of low-income U.S. children whose parents are illegal immigrants. For more households, benefits were reduced. I have to wonder if the governor is really on board with the policy, said Sister Therese Bangert of the Sisters of Charity of Leavenworth. I wonder if he understands the ramifications of this policy, if he understands whats happening to the children. The governors office did not return several calls and email requests for comment.

When are these slime-encrusted, open borders fetishists going to do a story on the poor, single-income family that doesn't have a father because he was run over by an intoxicated illegal alien who the cops didn't detain of because of his city's sanctuary city policy?
Gads...this story sounds like “victim of the month” who was trotted out at every Clinton STOTU speech....or maybe the equivalent of the story about the woman who used her dead sister’s false teeth that was used of the excuse to pass Obamacare.
I’ve had enough of the selective victomhood.
So many people do not understand that illegals undercut wages, taking jobs from citizens- and the illegals can’t make it on the low wages either so are on every possible program. Illegals are truly the elephant in the room when it comes to the economy and I will not believe any politician is serious about fixing the economy until they address this issue. I want NO cuts to the military, seniors, or any agency/anyone else until illegals are cut.
If you feed a stray dog, it will never leave.
Pedro moved to the Kansas City area about 13 years ago and has held the same job for 11. Though he sometimes struggles to pay bills, he knows most people think he should receive no public aid. He's doing a job and eating the free food that Americans won't eat.
One comment below the article was dead on. The companies that employ illegals are not paying them much so the families qualify for welfare benefits.
In other words, we, the American taxpayers, are subsidizing their cheap labor.
And last time I checked, Mexico had plenty of beans and tortillas for your spawn. Go home.
Were they “born in the jurisdiction of the United States?”
Probably not. The Constitution in plain language talks about “the exclusive legislative jurisdiction” of the United States.(Federal).
It amounts to the ten square miles ceded by the states for the seat of government and all fortresses, docks, territories, etc.
That’s what it means to be “born under the jurisdiction” of the United States.
They AIN’T citizens.
The Wall Street Journal won’t like this but I’d rather have a big govt that abides by the rule of law than a small govt that has no problem with illegals.
How can he be in the country for 13 years and not be in the process of becoming a citizen?
I know it may be difficult, but it seems to me if you’re making an effort to become part of the fabric, you’re generally be given the chance to do so.
This isn’t a story about the kids being on their own (under current case law, counting as US citizens) and having trouble qualifying for welfare benefits. This is a story about his illegale dad no longer counting as head of a family. If he can’t scrape by here, maybe he should try his luck in Mexico again. Or some arrangement should be made to get Mexico to send him benefits here — really, should Mexico be bumming off the USA without even so much as a by your leave?
I fear no cigar on this one.
Oh noooo! Now they will all come back to CA where they all can eat free on the state!
“A new debate swirling around Kansas, though, isnt about Pedro. Its about two of his three children. They were born here, and one day they will have drivers licenses and the right to vote, just like any other U.S. citizen”
No, they are NOT citizens!
I am sick of hearing the fallacy to excuse the moochers and their anchor babies.
Deport them, ALL of them.
Unfair?
What is really unfair is for invaders to spawn children as levers to demand we let them claim “Benefits” that should be reserved only to actual Americans.
Actual Americans would feel some pressure to improve their situation, after eleven years this example is still working a job that we are to believe still leaves him needing assistance.
Apparently hoes NOT work too hard, never gets a promotion.
He needs to go back to Mexico, and take all his dependents with him.
“It is quite clear, then, that there is a citizenship of the United States, and a citizenship of a state, which are distinct from each other, and which depend upon different characteristics or circumstances in the individual.”
Slaughterhouse case
There was no such thing as a “citizen of the United States” before the 14th amendment. There were Citizens of the various states, “Citizen of Pennsylvania”, “Citizen of Virginia”, etc.
This isn’t how case law operates now.
Nevertheless, that is what the Slaughterhouse case tells us. That is the meaning of the 14th amendment citizenship clause.
To be a “citizen” because of the 14th amendment (and, incidentally, have “privileges and immunities” not all the protections of the Bill of Rights”), you need to be born at a place that is under the “exclusive legislative jurisdiction” of the United States federal government.
And you might as well be spitting into a tornado for all the good that does today.

Texans accused of selling counterfeit IDs (impoverished illegals "here for a better life" pay several thousand $$$ for fake ID's)
Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity, NJ L/E authorities said.
The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said state police.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot. Authorities wouldn't identify the NJ hotel by name for fear it would spark retribution. The Drug Interdiction Task Force regularly runs checks.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. Authorities approached the Texas brothers when they returned to the NJ hotel and questioned them separately.
The Texas brothers consented to a search. Police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####
