At the tactical level of war the cartels seek to gain advantage by exploiting the creases between U.S. federal and state border agencies, and the separation that exists between Mexican and American crime-fighting agencies. Border law enforcement and political officials are the tactical focal point. Sadly, the tactical level is poorly resourced and the most vulnerable to corruption by cartels. To win the tactical fight the counties must have augmentation, oversight and close support from operational and strategic forces. History has shown that a common border offers an enemy sanctuary zone and the opportunity to expand his battlespace in depth and complexity. Our border with Mexico is no exception. Criminality spawned in Mexico is spilling over into the United States. Texas is the tactical close combat zone and frontline in this conflict. Texans have been assaulted by cross-border gangs and narco-terrorist activities. In response, Texas has been the most aggressive and creative in confronting the threat of what has come to be a narco-terrorist military-style campaign being waged against them.

Farmers and ranchers whose families have spent generations on the Texas side of the border reflect on how the character and intent of border crossing immigrants have changed over the past three years. They now see most of the intruders on their land as men tattooed Texas Border Security: A Strategic Military Assessment, 09/20/11 Colgen LP 25 with the marks of cartels, gangs and in some cases Hezbollah members. They are confronted often with border-crossers who demand to use their phones or trucks. ... Smugglers regularly cross ranches to move their loads around the checkpoint, cutting fences, breaking water lines and sometimes stealing vehicles. Encounters by ranchers with groups of menacing strangers are commonplace. The situation is so bad that owners of a ranch in Brooks County packed up and left their 38,000 acre ranch because the area has become, as they described it, a war zone. Their home had been broken into, their land littered with garbage and the distinct sounds of gunfire could be heard from their front porch day and night. The ranch runs alongside Farm Road 755 which law enforcement calls a main smuggling corridor for the cartels....

But the Border Patrol, I could tell you that their hands are tied about a lot of stuff. They have to call Washington; even if they are having a gunfight down at the river, they are on the phone. They have to call Washington. The border patrol have boats on the river. They patrol the river. They are not allowed to pick up anybody thats in the water unless they are dead. If theres drug guys loading drugs, all they have to do is step out and wade out in the water and Border Patrol cant touch them. They are not allowed to go into the water
and they cant do anything about it.

People would rather ignore this report...and go on bashing the one man who is running that gets all this.
With all due respect to the Generals and the scope of the study, but what is new about any of the assessment?
For any of us who have been able to focus on the fine points of this issue, it is what we have been screaming about since 9/11 and before.
Again, more of an official report to define the already known problem, and again, woefully short of any real solutions outside of the glaring unwillingness of the Federal Government to do anything about it. Sadly, going back to before 9/11.
It is sickening...it is just a fresh new assessment report showing us the fed still sucks. That seems to be the importance of it.

Taking a few minutes to read this would illustrate the difference between pontificating from the safe place in front of your computer screen...and actually dealing with it.
This report outlines the depth of commitment Texas has taken to attempt to resolve this...ON ITS OWN!

I am a Texan. But after reading this, I recognize the real depth of meaning of Perry’s statement that he’s the only one running that has real experience with the border problems.
Maybe he expresses himself too awkwardly for some; maybe he puts his foot in his mouth. Disagree with some of his policies or the way he presents them...but don’t discount his real efforts in attempting to find a solution.
But if anyone really, REALLY wants to talk about the border problem, this report ought to be part of the required reading.
Sigh.
But I think you’re right; most are only looking for some way for THEIR “team” to win...not necessarily for who’s really going to be the best choice for all of the problems we face.

You're right, but I think it also demonstrates the extent to which Texas and Perry have gone to try to do something...and all they can to try to stem this on their own.
And somehow, Perry's got to get that message out.
Mexico is the staging area for global terrorists crossing the border into the US. If you're a illegal-alien truck bomber, Perry's NASCO-TTC importation model would rush your containerized, shielded nuke from the Mexican docklands right through the border towns and well into the interior of the United States before you have to worry about anybody's wanting a look.
The Trans-Texas Corridor would allow Mexican trucks to enter the U.S. and traverse the core of the country all the way to Canada.

WASHINGTONThe Teamsters union filed a lawsuit against the Obama administration on Friday seeking to block the government's plan to allow Mexican trucks back into the US, in a sign of the growing rift between unions and the administration over trade. The suit challenges a deal the U.S. signed with Mexico in July to resolve a longstanding dispute over cross-border trucking. The agreement ended a two-decade-long ban on Mexican trucks entering the U.S.
The North American Free Trade Agreement (NAFTA), signed in 1994, called for allowing Mexican truckers into the U.S., but the International Brotherhood of Teamsters and Democratic allies in Congress repeatedly used legislation to block access. Nafta ruled in the late 1990s that Mexico could impose punitive tariffs, which it did in 2009, affecting $2.4 billion in U.S. goods annually.
Earlier this year, President Barack Obama and Mexican President Felipe Calderon jointly unveiled their plan to resolve the dispute, including a reciprocal pilot program that would allow Mexican trucks into the U.S. under certain rules. The suit was filed Friday in the U.S. Court of Appeals for the Ninth Circuit in San Francisco by the Teamsters and the nonprofit group Public Citizen against the Department of Transportation and its Federal Motor Carrier Safety Administration.
The complaint alleges that the pilot program sets standards that aren't stringent enough for Mexican trucks and drivers. For example, the program waives a law requiring trucks to display proof of meeting federal safety standards, said Jonathan Weissglass, a lawyer for the plaintiffs. On messaging Rick’s record of getting it on border horrors there are those on our side more interested in supporting the yakkers who talk the walk, the walk Rick owns. But it will pass. The record usually trumps fiction. His opponents are thin air, dwarfed by Perry’s accomplishment.

He ain’t perfect. But I’m dadgummed if anyone in the race right now fits what I think we need right now.
We need an anti-Obama. Someone who’s not afraid of picking a position and sticking with it. Someone who’s done some political street-fighting.
And someone who’ll tell us what he thinks is the right thing to do even if he’s pretty sure we’ll squall when he says it.
Does Perry really 'get it'? If Perry 'gets it', as you claim, then why did he allow every single effective anti-illegal immigration bill to die without comment in the last session of the Texas legislature?
