North Carolina declared a state of emergency Thursday, opening access to federal assets to help government agencies respond to the disaster.

To help with a potentially disastrous aftermath, the government has stationed mountains of supplies, including water and generators, at Fort Bragg, one of the country's largest military installations. In North Carolina, an emergency declaration also means concealed weapons carry permits are invalid for the duration – another grim reminder of the potential of a storm to cause civil unrest.

Sorry, my FRiend, but I can’t agree with your assessmnent. There is no doubt in my mind that some of La took care of their own. But there is still a very large population of displaced Katrina refugees (how many years ago?) living in Texas.

I do think La and Miss and Tx can be compared..do you not believe every state affected by Katrina did not have disaster?

The people in New Orleans didn’t evacuate. The leadership in the state was weak. The media had a field day.

Yeah, after thinking about it, it probably wouldn't be in the gun law anyway. More likely in some obscure "Disaster Plan" that we have never heard of.

BTW, we didn't do so hot on getting closed primaries, did we? But at least the subject came up. Maybe next time.

Here’s what I found. Section 23-31-520 states that local authorities can’t infringe on the state’s power to regulate firearms, etc with one exception. Local authorities can regulate “public brandishment” of firearms during civil unrest, riots and natural disasters. Need to look up what is defined as public brandishment.
They cannot confiscate firearms or weapons unless pursuant to an arrest.

Nobody in elected office wants to be Bushed over this hurricane. You see no difference in yapping on the beach and surfing hurricane waves? NOT that I am in favor of beach yappers.

The only reference to brandishing is in 16-23-420 and has to do with public buildings.

Actually, no, it's a good case to REPEAL CCW permits and decriminalize all forms of carry of defensive arms. This is what you get when you put your fundamental human and civil rights at the mercy of governments, they get to revoke those fundamental rights at a whim.

The day after Kristallnacht a bureaucrat of the Reich enacted "Regulations Against Jews' Possession of Weapons" with a basis in law that had existed for many years. We all know the outcome of that.

I always admired FReepers for their intelligence and ability to use FACTS, not emotions when posting.

Unfortunately, there is little intelligence here anymore and a great deal of EMOTION. This is proven by it taking 46 posts before someone posted the TRUTH.

Looked more like "shopping". My understanding was WalMart (the big star in the videos) left their doors open so people could go in and get stuff. The video favorite were the lady cops picking out new panties and shoes. (Probably badly needed a few days into that disaster).

The guys who took the TVs off the shelves (out of case) weren't all that smart. Ever wonder where WalMart sells their store display models? Hmm!

I'm watching Maryland with interest. There is a mandatory evacuation directive in place in coastal areas there. I wonder how much of the Urban Yute population from Baltimore will make the trip to check out abandoned properties for enhanced revenue stream opportunities.

It wouldn't bother me in the least if there were later stories of "looters shot on sight". It would surprise me, though.

The problem is - the law is on the books.

Do 100% of the LEOs on duty know of the exception? No! Is it briefed to all the LEOs coming on duty? No!

So if a person doing CCW or someone just transporting a shotgun in the trunk is stopped by an LEO who is not informed the situation will be escalated. Who “wins”? The Cop wins.

The law needs to be removed - period.
