This is usually what is going on...but I don't think this is what is happening here exactly.
The man sitting in the chair is BG Brad Webb. He is the Assistant Commanding General, Joint Special Operations Command. So...it makes sense that he is sitting there. It is obviously OK for him to be sitting there in Adm Mullen is standing (Chairman, JCS).
If anything...it looks to me like BHO has been photoshopped in (tin foil hat time I know). Makes me wonder if he got off the golf course in time.

Or this is a replay of the actual event, and he, biden, hillary are seeing it for the first time.
Panetta, in another article, is quoted as saying that Obama didn’t/couldn’t watch the actual event. In Clinton speak, and actions this photo covers him and even the others in that regard if it’s what I think it is.
Otherwise, Hill, Biden, Barry show they aren’t used to seeing real patriots in action.

Oh, geeze. Now that you’ve posted a larger HQ pic, I see something disturbing. The black book on Hillary’s lap looks like it might be a Bible. If so, and you look closely, the Bible is upside down, making the cover title more readable to the camera. That’s so Clintonesque it defies belief.
It boggles my mind to think, and believe, that the POTUS would head out for a round of golf while the biggest mission carried out by our military, since the WOT started, was underway. You start to build a case with all of this anecdotal evidence and the story that Panetta and the top brass “overruled” him makes sense.
That standee is also the highest ranking member of the armed services (Adm Mullen, chairman of the Joint Chiefs of Staff).

I agree that her pose does not denote strength or power. I think she does look upset and scared. I think that it’s no accident that this particular photo was released. It makes her look bad. The One striking back at his rival?
I agree with you about Hilliary's position in the room. But to me in the photo, that is overshadowed by her hand to her face and the scared look on her face. She looks very upset and scared. You may be right, it may be retaliation by the One and/or his staff to humiliate her. That picture won't help her do her job as SecState.
