WITI-TV, MADISON Before protesters stormed the capitol, the mayor of the city of Madison tried to pull a fast one. The governor's budget repair bill was on the fast track, and Madison Mayor Dave Ciesliewicz was racing against the clock to pass new union contracts first.
E-mails obtained by the FOX6 Investigators show that the mayor enlisted the help of State Senator Mark Miller. They both tried to convince the Secretary of State to hold up the bill by taking the maximum 10 days allowed by law before publishing the bill.

The Bill must be considered by the Senate as it was passed by the Assembly. There is no way to amend it. Nothing requires a 2/3 quorum. The quorum number is set at 20. Senate membership is 33. There are 19 Republicans — all in favor. There are 14 absent Democrats. When ONE comes back, they will vote and it will all be over. Then there will be recalls to consider. right now they are trying to recall a slough of Dems and a couple of Republicans.
I'm not talking about amending it; I'm talking about starting over with a separate bill.

The WI Constitution requires a three-fifths quorum for fiscal legislation. Since the total number of elected members is 33, a three-fifths quorum is calculated to be 20. There is no law or senate rule "setting" the quorum to 20.
3/5 is NOT 2/3, as the previous poster stated. 2/3 of 33 would be 22.

I was addressing your statement that “the quorum number is set at 20.” One could interpret that statement to mean that the specific number of 20 is established by law, which would be incorrect. I posted a clarification for those who are interested.
Thank you. But the quorum figure does not change. As long as the total number of Senators is 33, quorum will always be 20. Should the Legislature change the total number of Senators in the body, then the quorum would change according to the 3/5 rule.

Another clarification ...
The three/fifths quorum is 20 and is required for fiscal legislation. For everything else, a quorum is a simple majority of 17.
