No, it doesn't. But you know as well as I that the Dems, aided by the media, will use this agreement to browbeat the Repubs into withholding filibusters, even on the most important things. And, as they have in the past, they'll go along just to be nice.
Only one of many reasons why it's ultimately counterproductive and suicidal to make deals with Democrats. ANY deals.

Conservatives and Republicans had best recognize that the next election will either be an all-out BIG GAME hunt on OUR side of the ballot, or it will be a wholesale surrender to the left.
How long will we waver between two opinions?? If The Constitution is important then STAND AND DEFEND IT WITH YOUR VOTE!! If not; then go re-register as a damned Democrat and get it the Hell over with!!
In 2012, and beyond, either go all in, or get the Hell out.
THOSE are your TWO choices; there are ONLY those two choices, and for the sake of all you hold dear, you had better disabuse yourself NOW of the fatal idea that a third way exists.
This nation can no longer endure an electorate that indulges itself in the failed notion that there is some la-dee-da common ground where we can all stand shoulder-to-shoulder under a starry sky with candles held aloft singing Kum-ba-ya. THAT land exists ONLY in leftist propaganda posters worthy of Maos China, the Third Reich, and the old Soviet Union.
There is hot; there is cold, and between the two is a NO-MANS LAND.
There is Right and there is Wrong, and between the two there is a NO-MANS LAND inhabited only by RINOs and carrion beasts.
So, then, let us ENSURE that, in wake of the upcoming elections, the RINOs remain ONLY as fodder for the carrion beasts.
