SACRAMENTO -- Gov.-elect Jerry Brown is getting ready to tell Californians the news they don't want to hear: Taxes need to be raised, services cut and belts tightened.

His budget plan includes deep cuts to state services, including university systems and welfare programs, with a request that voters extend temporary tax hikes on vehicles, income and sales that are set to expire next year.

The blueprint Brown will unveil when he takes office early next month also is expected to take aim at several tax breaks and subsidies that have been fiercely guarded by the business lobby in Sacramento, according to people involved in budget discussions with the incoming administration.

Among the breaks are multi-billion-dollar incentives for redevelopment projects and hundreds of millions of dollars of "enterprise zone" credits meant to encourage investment in blighted neighborhoods.

Also targeted is a recent change to state business tax formulas that has saved corporate California roughly $1 billion.

For all the kvetching, Californians will not learn from this. There’s very little doubt that, of all the tax bills presented to them, many will be voted into law. The worse things get, the more the “rich” and the corporations will be blamed, and the more tax bills will show up.

Prop 13 will be a good example. Its demise will be accompanied by a war against those who are still protected by it, portraying them as “rich,” selfish and greedy.

California deserves Brown, and will likely re-elect him in 2014, a 77-year-old whack job who perfectly suits the state.

Oregon is one. They pulled in 180 million before they raised the income tax on “the rich”; the following year they only raised 130 million. The providers have left the state.

I have no problem with a large tax increase on the pension income of all retired state and local government employees. The tax could be withheld on all pension payments. A tax rate of at least 50% would be “fair.” The pension tax revenue could be used to help the children. Forget about any other tax increases.

Liberals are impervious to the concept that if you increase the marginal tax rate enough you will get less revenue. Or else they do understand the concept but just don’t care.

Ahh, yes, but you are forgetting one VERY important thing: For all Libs, the definition of "cut" is "a smaller than expected increase," and their definition of "deep cut" has typically been "no increase in funding."

So, actually, by the definitions that We, The People use, Brown's plan could easily impose no real cuts at all.

With the past as evidence, I'll stand by that evaluation until I see proof that Brown actually intends to fund state services and programs at substantially lower than current levels.

Well, the conservatives will suffer under Brown but of course the Liberal Democrats will just love their taxes to go up and to cut back on other essentials in their life. Why else would they have voted in that loser.

Today acting California Governor Abel Maldonado sent a detailed letter to the White House requesting that President Obama declare the state a "major disaster" in order to release federal funds to aid in the response to our recent run of wet and wild winter storms.

The road to decline for this state was paved by Jerry Brown the first go-around. Now he’s back to finish the job.

Bingo. CA could turn around if taxes were reduced, regs mitigated, the unions dismantled, the illegals denied social services, and we drill offshore. As a friend said the problem with Moonbeam and CA is, "[He] never had to sign the front of a check."
