A state of emergency should be absolutely when a person needs to defend their life and home from those that wish harm.

A darn stupid law worth ignoring, have to be smart and don’t get caught. Of course too many people think its time to strut around with their pimped out AR platforms like a bunch of gay crossdressers in a gayday float parade.

I think in my state of Alaska if and when a state of emergency was declared we all have to be armed and dangerous.
I know in the days right after 9/11 almost everybody was packing. When I went to work driving a concrete mixer I carried, we had no idea what could happen.

Perhaps the Mentally retarded politicians do not understand that they have nothing to fear from the law-abiding CCW group - but they do have things to fear from the armed criminal element, who don’t give two sh*ts about the law - or an innocent’s life.

Where do we find politicans who are so intellectually devoid of common sense?

After Katrina, me and some neighbors started carrying openly on our hip or via shoulder holster. While I was posting an “Armed Community - Looters Will Be Shot” sign at the entrance to our road, a Florida Trooper cruised by - he smiled and headed out to find an area that might need his protection. Mississippi didn’t consider messing with our weapons in an emergency - on the other hand, New Orleans actively confiscated weapons and we all know how safe that made them...

Ahh, but the 2nd Amendment is alive and well regardless of what the state says. States rights no longer exist. We lost that war in 1865. Those attempting to prosecute at the state level for CC during a State's "state of emergency" should be brought up on Federal charges for denying a citizen's 2nd Amendment rights precisely at a time when those rights are most important for personal safety. After all, it's a Bill of RIGHTS, not a Bill of SUGGESTIONS and the State of North Carolina is still a member of the Republic and is bound by the Constitution.

Citizens possessing concealed carry permits who are caught packing heat during the “state of emergency” will be subject to criminal charges, per the state’s firearms law.

We have a Republican legislature for the first time in over 100 years. If they can get something passed re: CC in states of emergency maybe they can get Perdue to sign it. Not holding out much hope though.

At the time and place violence is most likely, the government’s solution is to disarm those least likely to instigate it, and who are most likely to stop it.

It makes perfect sense to “null and void” 2nd amendment rights during a “state of emergency”.../sarc!!

This is the most idiotic thing I’ve heard—and coming from a southern state too. Then don’t conceal them, pack openly.

That’s the exact time that we need to be able to carry weapons, either concealed or exposed.

That is a dangerous law and is designed for only one reason...that is to be able to have the government the ability to take over the freedoms of citizens by any whim in the name of State of Emergency. To do so, the citizens must be disarmed first.

I am all for this law. After all, when it snows that hard, it could easily get ice collecting in your trigger area, causing the gun to spontaneously discharge.

At police, nuns, and children.

What about those snowmen that pop up after a storm? Do you want them packing?

This law makes absolute sense to me.

Are Federal Dollars involved? If so, see excerpt of Stafford Act of 2007 below:

Sec. 706. Firearms Policies (42 U.S.C. 5207)*
(a) Prohibition on Confiscation of Firearms - No officer or employee of the United
States (including any member of the uniformed services), or person operating
pursuant to or under color of Federal law, or receiving Federal funds, or under
control of any Federal official, or providing services to such an officer,
(1) temporarily or permanently seize, or authorize seizure of, any firearm the
possession of which is not prohibited under Federal, State, or local law,
other than for forfeiture in compliance with Federal law or as evidence in a
criminal investigation;
(2) require registration of any firearm for which registration is not required by
Federal, State, or local law;
(3) prohibit possession of any firearm, or promulgate any rule, regulation, or
order prohibiting possession of any firearm, in any place or by any person
where such possession is not otherwise prohibited by Federal, State, or
local law; or
(4) prohibit the carrying of firearms under Federal, State, or local law, solely
because such person is operating under the direction, control, or supervision
of a Federal agency in support of relief from the major disaster or
emergency.
(b) Limitation - Nothing in this section shall be construed to prohibit any person in
subsection (a) from requiring the temporary surrender of a firearm as a
condition for entry into any mode of transportation used for rescue or
evacuation during a major disaster or emergency, provided that such
temporarily surrendered firearm is returned at the completion of such rescue or
evacuation.

Also can’t carry in a restaurant that serves alcohol, ie. Applebys, Pizza Hut, Olive Garden, etc.
Can’t carry anywhere you pay for admission, ie. movie theater.

Stupid and hopefully changed this legislature.
