America has long been an exporter of terrorism, according to a secret CIA analysis released Wednesday by the Web site WikiLeaks. And if that phenomenon were to become a widely held perception, the analysis said, it could damage relations with foreign allies and dampen their willingness to cooperate in "extrajudicial" activities, such as the rendition and interrogation of terrorism suspects.
That is the conclusion of the three-page classified paper produced in February by the CIA's Red Cell, a think tank set up after the Sept. 11, 2001, attacks by then-CIA Director George J. Tenet to provide "out-of-the-box" analyses on "a full range of analytic issues."
Titled "What If Foreigners See the United States as an 'Exporter of Terrorism'?," the paper cites Pakistani American David Headley, among others, to make its case that America is a terrorism exporter. This year Headley pleaded guilty to conducting surveillance in support of the 2008 Lashkar-i-Taiba attacks in Mumbai, which killed more than 160 people. The militant group facilitated his movement between the United States, Pakistan and India, the agency paper said.

What a steaming pile o’ crap this piece is. The actual document doesn’t even remotely resemble the ridiculoius headline. The point of the paper is that American is such a free and open culture that radical islam and others are able to operate within our borders via recruitment, etc. WaPo just up to their old tricks, dissing America.
WikiLeaks may have been “punked”, but that’s now how this is going to be spun by the ill-liberals in this country and our Islamic enemies both here and abroad. This is another example of using propaganda to destroy the credibility of the U.S.

The good news is that FUBO’s vaca has so far been a washout; we’ve had a nor’easter here since Sunday-that’s why he’s been doing a lot of “reading” and we haven’t seen any ice cream lickin pics yet.

That was my exact thought.
I won't hold a foreign government responsible in a similar situation and I sincerely doubt anyone who doesn't already passionately hate us will blame us in this instance.
The article's title tries to imply that the CIA could be an "exporter" of terrorism -- which is exactly contrary to the apparent article. What they are concerned about is if enough deranged citizens stir up trouble elsewhere, we (the US) might start getting a bad reputation (like Libya, etc.)
However, the last paragraph in the article makes a good point: the US should never drag their feet on extradition of a US citizen, if there's a reasonable amount of proof they were involve in foreign terrorism.
We all know there is an agenda and none of it is new or undocumented (we can read the same books they do), so what or who is working on the counter attacks BEFORE the next step? Can’t there be a counterinsurgency against the communist agenda? Or is it all in the power of the communist propaganda machine?
This is much to do about nothing. Nothing in the memo implies in any way US Government involvement or sponsorship of these activities. They are playing a bit of word games implying exported but it is not the same as sponsored.
The CIA was simply assessing the potential damage to our diplomacy when homegrown terrorists or financiers from the US pull something overseas.

However, it saddens me to see so many think the CIA is a useless tool. If only they knew how many times American and other innocent lives have been saved from Langley operatives. Some seem to think they are all just sitting around an office while occasionally looking at some satellite photos and then go back to pushing paper and smoking and joking.
Yeah, they've missed some things through the years, so what? Even the most dedicated and focused local police gang units can't predict when MS13/Bloods/Crips/HA's/etc. are going to do a drive by shooting. That's why clandestine infiltration is so important. That's what the CIA does best.
They also forget or just don't know that the CIA has spec-op combat units that fight and die against the bad guys around the World, not to mention assassinated spys. What do they get for their deaths? Nothing. No name recognition; no medals; no welcome home; nothing but a lonely star on a wall.
The CIA has done far more good than bad throughout its history. I thank them for their service and glad they are there in the background, upper echelon politicos notwithstanding.
Ps. I know a little about clandestine operations. I once volunteered and worked with the Naval Investigative Service (NIS - now NCIS) back in my Navy days for an operation in Gibraltar. No, it's not on my DD214 - it was undercover. You'll just have to take my word. I also got no recognition, but felt good about working with NIS and doing more than my regular Navy duties. I made a small difference.
The CIA does it a thousand fold every day. They are some of the most dedicated professional Patriots there are. Other than top politicos, they are hard-working self-sacrificing heroes.
Bless the clandestine services, civilian or military. And no, I don't give one sh*t if some suspected terrorist is water-boarded if it saves innocent lives. I'm also for "rendition".
