A Jobless Rate Still Unaffected by New Hiring

SCHAUMBURG, Ill. After hemorrhaging jobs for months, the economy is finally starting to add them. Yet the unemployment rate is not really budging because of people like Regina Myles.
Ms. Myles, 51, has been out of work for three years. After a grueling job search yielded 150 interviews but no offers, she simply stopped looking last fall. Then this spring, with a $3,000 government-funded grant to help pay for a training course at a local beauty school in this Chicago suburb, she began applying for jobs online and in stores again.
I just know if I am given this chance to finish this course I can make it, Ms. Myles said after practicing a facial on a classmate at the International Skin Beauty Academy. I feel like it is my time now.
Millions of people became so discouraged during the brutal recession that they gave up the job search altogether. Some entered training programs to redirect careers; others focused on caring for family members. Some college graduates, despairing of their prospects, enrolled in graduate school, rather than hunt for jobs.

I would like to know what the deal is with the online job sites like Monster and such. The same jobs appear day after day or disappear and reappear. They could not find, in this large market and body of job seekers, a single person in months?
Submitting a resume only yields offers of franchise opps and resume assistance. I don’t think 20% of the jobs are real.
There’s a bunch of phishing job offers on Monster, CareerBuilders, etc.
After a while looking you can pick them all out of the lists.
There’s job offers that require money to apply - red flag
There’s headhunter listings that go no where - building their file cabinets of potential applicants.
There’s job offers that cycle constantly from reputable companies - they are filling their resume holding pools - not necessarily hiring.
Now starting to see ‘bonus up front’ ads - with a fee to apply - I believe the positions are from Nigeria.

Yep. In the Obamanation bad is good, up is down, black is white, vacation time is working hard and "news" that the economy is recovering continually gets recycled despite what is actually happening. As it all crumbles around us I am amazed that Obamalamadingdong's approval numbers remain so high. There must be a lot of people out there who enjoy misery....
And what the hell is with having a profile on a large site only to have to redirect to every company offering a job to then fill out 5 pages of info that is all on one’s resume? And register at their site? C’mon.
Frustrating as all get out. I just did it again this morning.

So are they blaming Ms. Myles for re-entering the job search?
All the little peons must stay home, collect their government checks and not show up in the “unemployment” numbers so Dear Leader can come out smelling like roses as opposed to the cigarette smoke and ketones he undoubtedly reeks of now.
If they actually counted the truly “unemployed” the number would be staggering and people might wake up and say “tell me again why we see fit to pay millions of people for doing nothing?”.
As for the third message, it referred to a very simple error which could be set right in a couple of minutes. As short a time ago as February, the Ministry of Plenty had issued a promise (a 'categorical pledge' were the official words) that there would be no reduction of the chocolate ration during 1984. Actually, as Winston was aware, the chocolate ration was to be reduced from thirty grammes to twenty at the end of the present week. All that was needed was to substitute for the original promise a warning that it would probably be necessary to reduce the ration at some time in April.

The census.
I heard one census worker describe being hired, trained, work a few hours,. then get laid off.
Then got hired again, trained, work a few hours, got laid off.
Four times.
Each time he was rehired it counted as a “new job”
