Chris Nelson, who's retiring after two terms as South Dakota's secretary of state to challenge Rep. Stephanie Herseth Sandlin (D-S.D.), gets asked by Kevin Woster whether he believes President Obama is a citizen of the United States. Nelson doesn't know.
[M]eeting the constitutional qualifications to be President is a very important issue. If President Obama isnt constitutionally qualified, it would be the biggest scam ever perpetuated on the American people. MANY people contacted me as Secretary of State prior to and after the election asking how Obama could be on our ballot given this controversy. Absent a court finding that he isnt a natural born citizen, we have to take the certification from the National Democratic Convention at face value.
Of course, most people have taken "at face value" Obama's certification of live birth from Hawaii, released by the campaign in 2008, as proof of where he was born. Interestingly, Nelson's less-well-established primary challengers don't take the bait, and blow off the question.

Does anyone know if this is true? Seems to me a state ought to be able to act autonomously on this issue.

They can and they have in the past. But the boy marxist is apparently so special that NO ONE bothered to check it out.
No you don't! All you needs is a state law requiring proof of eligibility to hold the office for which one wants to be a candidate in order to get on the ballot. State legislatures have the power to determine the method by which their presidential electors are chosen. They could require proof of being a "natural born citizen" along with proof of meeting the other requirements for electors to be allocated to a candidate.

His response on the question of BO’s eligibility to be on the state ballot was better than the answers of the other state politicians. I agree, though, he was probably scared to dig into it despite “many inquiries” his office got from state voters. If you have a quick look at his photo here:
