I know they are on short leash. Houston being a Sanctuary City and all. But the Human trafficing issue is just plain inhumane. What got me about the story was the neighbors not even thinking something was wrong with all the trucks etc coming and going in a residential area.

Probably won't, that was my point about the limited launch manifest. But the valuable assets of the space program, such as they are the launch facilities and assembly plants. Everything else is just an office building. Put another way if Virginia broke away from the Union would they automatically control all of the military just because the Pentagon is located in Virginia. Of course not the Pentagon may be the headquarters, but the key assets of the military are on the military bases where the planes, tanks, missiles and ships are stored. A headquarters building is the easiest part of the apparatus to replace.

If an independent Texas wanted a space program they would basically have to start from scratch. Since they would have money (the main ingredient in a space program), good launch weather and a southern latitude they could probably do a good job of it. But bagging the buildings in Houston wouldn't convey any great advantage.
