Obama Limits When U.S. Would Use Nuclear Arms

WASHINGTON — President Obama said Monday that he was revamping American nuclear strategy to substantially narrow the conditions under which the United States would use nuclear weapons, even in self defense.

But the president said in an interview that he was carving out an exception for “outliers like Iran and North Korea” that have violated or renounced the main treaty to halt nuclear proliferation.

Discussing his approach to nuclear security the day before formally releasing his new strategy, Mr. Obama described his policy as part of a broader effort to edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions. To set an example, the new strategy renounces the development of any new nuclear weapons, overruling the initial position of his own defense secretary.

Mr. Obama’s strategy is a sharp shift from those adopted by his predecessors and seeks to revamp the nation’s nuclear posture for a new age in which rogue states and terrorist organizations are greater threats than traditional powers like Russia and China.

It eliminates much of the ambiguity that has deliberately existed in American nuclear policy since the opening days of the Cold War. For the first time, the United States is explicitly committing not to use nuclear weapons against non-nuclear states that are in compliance with the Nuclear Non-Proliferation Treaty, even if they attacked the United States with biological or chemical weapons, or launched a crippling cyberattack.

Those threats, he argued, could be deterred with “a series of graded options” -- a combination of old and newly designed conventional weapons.

“I’m going to preserve all the tools that are necessary in order to make sure that the American people are safe and secure,” Mr. Obama said during the interview in the Oval Office.

When will the media begin using the words communist, Marxist, traitor and Obama in the same sentence.

Obama’s folks were Marxists, his grandparents were Marxists, his mentor throughout childhood, Frank Davis was a registered communist, Obama said himself he seeked out the Marxist professors in college, he has filled his administration with Marxists, Maoists and communists ... The Republic is under a deadly attack, we are in the midst of a Constitutional crisis, our country is being forced into bankruptcy by the administration. The prognosis is dire. Finally, Dingell admits to what we already knew that Obama HC is about controlling the American people. The global warming scam has been exposed. We are angered by the lies from the administration and congress.

Unless we educate and wake up the vast majority of folks who don’t have a clue we wont get the votes either. Massive protest , boycotts , sit in s , demonstrations against Obama will in many ways get the message out. We on FR tend to think the rest of the country knows what we know. Most don’t.
Millions stil think everything is ok and think only a handful of Tea Bag Party people are against Obama.
Scaring the crap out of Democrats in power wouldn’t hurt either.

Well, I see a whole lot of talk about “this and that” about Obama and getting the American people to “realize” what is going on.

BUT, I’ve got one answer for you that will make a difference to the American people — and probably the only thing that will make a difference.

That is simply “jobs”... yep, that’s it.

You see the jobs situation not improve at all and get a whole lot worse in these coming months — then you’ll get people ready to throw Obama out of office. If you want a “winner” — to throw Obama out — it’s “jobs”... there’s your key.

Agreed, BUT: Every stinking citizen in the US needs to know about this no nukes, no defense; CNN isn’t even saying a peep about it. This needs to go viral!

I think we need to remember that the public has the attention span of a two year old. If we change their focus now, they'll forget where they were in the health care issue. People are pissed off, but if you get them off that subject, they'll slowly lose their boil and by the time elections roll around, they will (the sheep) be back to the "it's too much work, I'll just deal with it" attitude that this country has had since Bush I.

Well..., you might want to consider this answer to that question you asked... "Because the President has the authority to do that." It could be as simple an answer as that.

Well....DOES he really have that authority? It's hard for me to believe the writers of the Constitution did not have the forethought to limit such powers of an elected official. Aren't there three co-equal branches of government in America? Like I said, I don't know all that the Constitution grants a CIC. I would, however, think that something as critical as national security cannot be left to the whims of one man!

I totally agree with you that we must get out and vote for the right people - and I do whenever I can - but what about the responsibilities of those already IN office? It sure seems like the threats of "We won't vote for you next time." doesn't make a huge difference in the here and now. Marches on DC by hundreds of thousands of the TP's was totally ignored and downplayed recently.

BTW...as a Christian, this kind of current activity in DC is to be expected in the last days. It certainly feels like end-times stuff. But I still don't think we should be found "just lying back and enjoying it while being raped!".

I love my country, but I love my God more, so I will accept his will - when I KNOW IT IS HIS WILL! Thanks for your posts - I know where you're comin' from!

Well, to tell you the truth, a long time before Obama was ever around, I thought the President had the authority in that area. I see it as a function of being Commander in Chief.

Now, I would agree that I don't like the policy, but that doesn't mean that I think he doesn't have that power by virtue of the office he holds.

Of course, the problem here is that even with you and me and other FReepers and other conservatives and those voting for the GOP -- it is still not enough votes. We saw that this last Presidential election.

Now, that may have been a "one-time thing" and it may not turn out that way again, especially with the jobs picture going downhill real fast now.

The problem -- it seems to me -- is not simply "get out the vote" (for the GOP) -- the real problem is that it's getting to be that if you get out all the votes -- there's still not enough votes there. And that's a really big problem, unfortunately.

I think this is a reflection of what I said just before this... "there are not enough votes". Sure we mobilize a lot of people, but it still turns out to be not enough to unseat a President in an election -- it's simply "not enough".

And if it's "not enough" -- then you're not going to get those in office to listen, no matter what.

I don't know the practical answer to that one...

No, you don't want to go along with it, but at the same time, not going along with it doesn't mean that we're going to win it, either. And that is one big problem with this situation -- if -- we are in the end times -- because we won't be "winning" during those times. That's because things will progress real fast towards a one-world government where the United States won't be a significant power in the world -- at least the Bible doesn't show the U.S. being a significant or relevant world power, at that time of these end times events.

So, we may be headed that way right now.

For a Christian, the main point of not being "for" these things is not so much to "win or lose" -- but rather -- what it does is simply show what side you're on, when it comes down to matters that make a difference to God. And that's what we should be paying attention to.

For one thing, the big thing that makes a "real big difference" to God, right now -- is very simply -- getting out the Gospel of Salvation to everyone in the world, so that, at least, they have knowledge of it, and can make their own choice.

And lastly, we're not running the world, God is the one who is running the world, as I'm sure you know, too... :-)

Just do the right thing by what you know that God wants you to do -- and it doesn't matter whether you "win or lose" because you're telling whether you're on God's side or not -- and that's what really matters.

Well a couple of things here. First of all, the Bush Administration said it was a certainty that we are going to get hit with some major terrorist attack (either nuclear or biological or something major on the scale of 9/11 or greater). They said repeatedly it's not a matter of "if" -- but only a matter of "when".

So, we know it's going to happen. We just don't know when it's going to happen. And it's just as likely that this scenario that President Bush was talking about is going to wipe out one or two major cities in the U.S.

Therefore, in any case, you should be prepared for that, no matter what the nuclear policy of the U.S. is.

Then the other thing is that the kind of attack that would be employed here (what the Bush Administration was talking about) wouldn't be affected one way or another by our nuclear policy. The terrorists don't have a "national identity" and many of them, are from countries all over Europe and even from here in the United States (many already being citizens of this country).

And the third thing to consider is that the same preventative measures that have been taken before are still being employed today by agencies concerned over these attacks. They're still going to be working to prevent these terrorists attacks.

And then, fourthly if any "nation" takes us on and luanches any nuclear attack and/or biological attack, they're going to be "toast" anyway -- no matter what our policy says ... :-)

And lastly, if there is some major terrorist attack that disrupts the nation for a while FEMA does already have plans to go by, in order to get people to voting in elections very quickly. Those plans are already laid down and they will be followed as they've specified already.

Oh..., and one more thing... anyone who is President when being attacked and if it's perceived it's because of his lax policies -- he's toast anyway. It's over for that President.
