Remember when Obama said he wanted a national security force? Not the national guard, but a civilian one that has not sworn to uphold the Constitution? On July 2, 2008 in a speech in Colorado Springs, Barack Obama called for a police state.
Remember that first alarming glimpse of what that army might look like? Notice how much these Hitler youth type young men talk about health care!

And no one seems to have noticed. It is buried in the Senate revisions to the health care bill.

That’s the part I’m trying to nail down. I’m thinking it means he pay them on any scale he wants. He can pay them better than the regular army or gov’t bureaucrats. It’s like another level of no limits on his powers.
I showed this to my boys last night (ages 16 and 20) and they were pretty upset. They are starting to get it at a level that wasn’t present before. Everyone in America should see this.
The USPHS has always had a Regular and Reserve officer corps.

Uniformed services
The seven uniformed services are:
1. United States Army
2. United States Navy
3. United States Marine Corps
4. United States Air Force
5. United States Coast Guard
6. United States Public Health Service Commissioned Corps
7. National Oceanic and Atmospheric Administration Commissioned Corps
Each of the uniformed services is administratively headed by a federal executive department and its corresponding civilian Cabinet leader.

I don’t understand your point. Yes, it pertains to the USPHS, but why does there need to be a new “commissioned Regular Corps and a Ready Reserve Corps”? Those do NOT already exist. Sounds like he is using the existing USPHS as cover to create a cadre of brown shirts to me.

Commisssioned officers in the Reserve can be recalled to AD by the Surgeon General? This is horse s—. He may work with Reserve Medical Corps and Medical Service Corps officers, but; combat arms officers do not answer to the clown.
Maybe his reason for referring to the CLASS ACT is that he intends to pay them all the same, regardless to length of experience or field.

(c) PURPOSE AND USE OF READY RESERVE.
(1) PURPOSE.The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed services reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
(2) USES.The Ready Reserve Corps shall
(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
